About this file

This document is a No-Bid Proposal Notice and Vendor Feedback Form issued by the Maryland State Department of Education, Division of Rehabilitation Services (MSDE, DORS) for home accessibility modifications and residential construction services for a DORS client. The procurement seeks a general contractor to perform accessibility modifications on a residential property. This is a Certified Small Business (CSB), formally known as Small Business Reserve (SBR), designated procurement, restricting competition to certified small businesses only. The form requests vendor feedback regarding the decision to award the contract without conducting a competitive bidding process.

The document outlines the rationale for the no-bid procurement and provides vendors with an opportunity to submit comments or concerns about the award determination. As a no-bid procurement, this contract was awarded directly to a selected contractor without a formal competitive solicitation process. The form serves as a transparency mechanism, allowing MSDE, DORS to document the justification for the non-competitive award and to gather stakeholder feedback. Vendors interested in future opportunities or with questions regarding this procurement decision are invited to provide written feedback through the designated form.
