About this opportunity

The Oregon Housing and Community Services Department (OHCS) is evaluating proposals received under RFP #S-91400-00016584 for a HUD-compliant Homeless Management Information System (HMIS) software-as-a-service solution to replace its current system for the Oregon Multi-Continuum of Care. Proposals closed October 29, 2026 at 4:00 PM PT, and Amendment #2 moved Round 2 demonstrations to December 14–18, 2026. No set-aside is established. The Agency encourages participation by COBID-certified MBEs, WBEs, ESBs, VBEs, and DBEs, and the Administrative Proposal Form requires a certified disadvantaged business outreach plan.

Minimum qualifications require at least one HMIS implementation in a multi-CoC environment within five years, at least one data migration within five years, and FY 2026 HUD HMIS Data Standards compliance. Proposers must submit at least one past client reference from the last five years, with at least one from a nonprofit or federal, state, county, or local government agency (Amendment #4). The system must support approximately 900 end users, four Continuums of Care, up to 250 provider organizations, and nine tribal nations, with offline functionality for Street Outreach and Point-in-Time Count and single sign-on through Microsoft Entra ID. Round 2 requires compliance with the State of Oregon IT Security Standards on a pass/fail basis, with NIST SP 800-53 Moderate controls and restrictions on offshore and foreign services. Migration covers approximately 30GB of data spanning at least seven years.

The initial term is three to five years, with options for an indefinite number of renewals of varied durations. Full implementation and Go-Live are desired by September 2, 2027, with contract execution anticipated May 24, 2027. Incumbent information is available only through a formal Public Records Request.

Round 1 weights technical proposal at 35%, Requirements Traceability Matrix at 40%, and price at 25%, for a 100-point composite. Round 1 scores do not carry forward. Award is based exclusively on Round 2, which scores interviews at 35 points and demonstrations at 65 points. Competitive range announcement is approximately December 2, 2026, and Notice of Intent to Award is approximately December 28, 2026 (updated from December 22). Round 2 demonstrations are virtual.
