Bid Amendment #4 - HMIS Solution RFP
This document is Bid Amendment #4 to RFP #S-91400-00016584 issued by the State of Oregon for a Homeless Management Information System (HMIS) solution. The amendment modifies the reference requirements specified in Attachment A, Administrative Proposal Form, Section 2. The primary modification permits proposers to utilize local, county, and nonprofit organization references in addition to federal and state government references. Proposers must submit at least one past client reference from within the last five years as part of their administrative response proposal, with at least one reference required from either a nonprofit organization or a federal, state, county, or local government agency. The agency reserves the right to contact any submitted or unsubmitted references to verify proposer qualifications and the accuracy of information provided in proposals.
The HMIS solution being procured must be compliant with Housing and Urban Development requirements and is intended to replace the current system under the Oregon Multi-Continuum of Care implementation. This amendment addresses the need to broaden the pool of acceptable reference types to better accommodate proposers with relevant experience in the homeless services sector and local government operations. No pricing information, set-asides, contract term details, or response deadlines are specified in this amendment document.
