Work will encompass three locations totaling approximately 113,400 gallons: CTH-P (12.9 miles, 75,000 gallons), CTH NN (6.0 miles, 35,000 gallons), and Burn Pit Road (0.38 miles, 3,400 gallons), with pricing to be submitted on a per-gallon basis covering all locations. The contract period runs from April 1, 2026, through October 31, 2026, with work tentatively scheduled between late June and early July 2026, with actual dates to be mutually agreed upon following award. Sealed electronic bids are due February 26, 2026, at 10:00 a.m. through the Bonfire Portal, with a public bid opening at 10:15 a.m. via Microsoft Teams livestream; questions must be submitted by February 18, 2026, at 10:00 a.m. Qualified bidders must hold a current Wisconsin business license, demonstrate at least five years of experience in HFRS-2 transport and application, maintain adequate financial resources, and comply with Wisconsin Standard Specifications Section 455.2.4.3 and all OSHA/ANSI regulations. Award will be made to the lowest responsible, responsive bidder within 90 days of bid opening.

There are no specific set-aside designations or restrictions identified for disadvantaged enterprises in the solicitation documents. All contractors must maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $1,000,000 commercial automobile liability, workers' compensation at statutory limits, $1,000,000 contractor pollution liability, and $5,000,000 excess/umbrella coverage, with Winnebago County named as additional insured. Work is restricted to Monday through Friday, 7:00 a.m. to 3:30 p.m., and contractors must submit daily records of gallons used to the County. Pricing must be firm for the contract term and include delivery FOB destination with freight and insurance; bids requiring minimum order quantities or dollar amounts will be disqualified. No incumbent vendors or current contractors are identified in the available documentation. The maximum payment amount is to be determined based on actual quantities of goods and services authorized and performed; however, the County assumes no obligation to purchase any minimum amount of services. The County reserves the right to cancel the agreement without penalty if funds are not appropriated and may grant equitable price adjustments only in cases of extreme marketplace volatility beyond the contractor's control.
