About this opportunity
The Board of Education of the City of St. Louis (St. Louis Public Schools) is soliciting electronic bids for comprehensive demolition and site restoration services at the Hempstead School site located at 5872 Minerva Avenue, St. Louis, Missouri. The procurement encompasses complete demolition of all structures, including the original 1907 school building (approximately 73,465 square feet) and a 1976 gymnasium addition (8,500 square feet), with deliverables including removal of all building contents, foundations, slabs, footings, and below-grade structures; removal of hazardous materials including asbestos-containing materials, RCRA-regulated items, and CFCs; loading, hauling, and lawful disposal of all debris; and full site restoration to a safe, stable, and properly graded condition compliant with all federal, state, and local regulations. Contractors must be qualified and experienced demolition firms capable of managing complex environmental compliance requirements, including USEPA NESHAP regulations (40 CFR Part 61, Subpart M), Missouri asbestos regulations (10 CSR 10-6.241), and the City of St. Louis Asbestos Ordinance; obtaining all required permits and agency notifications; implementing comprehensive dust and emissions controls; and conducting traffic control and security measures. Evaluation criteria include company qualifications, demolition experience documentation, similar project history, safety records (EMR), City of St. Louis demolition contractor certification, disclosure of violations and fines within the past three years, detailed project schedules, equipment lists, key personnel information, permit strategies, waste disposal and dust control plans, and traffic control plans. Critical timeline dates include a virtual pre-bid meeting on April 10, 2026 at 10:30 a.m. CDT via Microsoft Teams (attendance encouraged but not required), questions due by April 30, 2026 at 12:00 p.m. CDT, and proposals due electronically through the Euna Procurement portal by May 8, 2026 at 12:00 p.m. CDT. The target project duration is 30 working days with standard work hours from 6:30 a.m. to dusk, Monday through Friday, with Saturday work permitted and Sunday/holiday work requiring approval.
The District has established Minority Business Enterprise (MBE) utilization goals of at least 25 percent and Women's Business Enterprise (WBE) utilization goals of at least 5 percent, with MBE/WBE firms requiring certification from the Missouri Division of Purchasing and Material Management or the City of St. Louis Disadvantaged Business Enterprise Program. All bidders must submit a bid bond or certified check equal to five percent of the base bid issued by a Corporate Surety Company licensed in Missouri, listed on the U.S. Department of the Treasury's Listing of Approved Sureties with minimum capacity of $5,000,000, and rated "A-" or better by A.M. Best, valid for 120 days following the proposal deadline. Additional compliance requirements include E-Verify work authorization agreement and affidavit, Federal Work Authorization Program certification, and a Missouri No Israel Boycott Certification for contracts valued at $100,000 or greater. The District prefers Missouri-based products and services when available at equal cost and quality and gives preference to bi-state St. Louis metropolitan area firms when other considerations are equal. Selected contractors must provide commercial general liability insurance ($3,000,000 per occurrence/$1,000,000 per person), workers' compensation insurance per Missouri statute, automobile liability insurance with matching limits, and professional liability insurance ($1,000,000 per claim), and must comply with prevailing wage requirements including submission of weekly payroll sheets with monthly invoices and completion affidavits. The bid summary includes line items for the demolition base bid, a $60,000 allowance for unforeseen RCRA-regulated items within the original building, and a $20,000 allowance for lab packing of household, office, and boiler chemicals, though specific total budget ranges are not disclosed in the procurement documents.
