About this file
This is a Scope of Work and Hazardous Material Identification document prepared by the St. Louis Public Schools (SLPS) for the demolition of the Hempstead School located at 5872 Minerva Avenue, St. Louis, Missouri. The project encompasses the complete demolition of all structures at the site, including the original school building constructed in 1907 (approximately 73,465 square feet) and a gymnasium addition from 1976 (8,500 square feet). The scope of work requires comprehensive demolition services including removal of all building contents, foundations, slabs, footings, below-grade structures, and surface improvements; removal of attached structures such as covered walkways and sidewalks; loading, hauling, and lawful disposal of all debris; backfill and site restoration; and rough grading and compaction of disturbed areas. Prior to demolition, contractors must remove asbestos-containing materials (ACMs) from the gymnasium addition flooring and mastic, window systems, door caulk, and USEPA RCRA-regulated hazardous materials including lighting fixtures (80 units), hydraulic door closures (30 units), water fountains with CFCs (6 units), and HVAC systems. The original school building is considered structurally unsound with imminent collapse risk, requiring all demolition debris to be handled as friable ACM waste and eliminating traditional abatement prior to demolition. The contract includes two allowances: $60,000 for unforeseen RCRA-regulated items within the original building and $20,000 for lab packing of household, office, and boiler chemicals.
Contractors are responsible for obtaining and paying for all required permits, agency notifications, environmental filings, air quality notifications, street and traffic permits, hauling permits, and disposal approvals. All work must comply with USEPA NESHAP regulations (40 CFR Part 61, Subpart M), Missouri asbestos regulations (10 CSR 10-6.241), and the City of St. Louis Asbestos Ordinance (65442), with all onsite workers within regulated zones requiring MDNR licensing for asbestos removal activities. The SLPS hazardous materials consultant will conduct daily site monitoring and third-party air monitoring. Contractors must implement comprehensive dust and emissions controls, site protection measures including fencing and security, traffic control with shaker plates at exits, utility coordination and disconnection verification, and weekly onsite safety meetings. The target project duration is 30 working days with standard work hours from 6:30 AM to dusk, Monday through Friday, with Saturday work permitted and Sunday/holiday work requiring approval. Bidders must submit company qualifications, demolition experience documentation, similar project history, safety records including EMR, proof of City of St. Louis demolition contractor certification, disclosure of all violations and fines within the last three years, detailed schedules, equipment lists, key personnel information, permit strategies, waste disposal plans, dust control plans, and traffic control plans with final closeout deliverables including permit copies, disposal receipts and manifests, safety reports, and completion certification.
