About this opportunity

Mohave Educational Services Cooperative is requesting proposals for heavy equipment, material handling, and site equipment rentals, sales, services, and training to serve approximately 480 Arizona public agencies under RFP 26G-0723, with proposals due July 23, 2026 at 3:00 p.m. and questions due by July 16, 2026. A pre-proposal conference was held on July 9, 2026. This is a statewide cooperative purchasing vehicle; member agencies eligible as of June 11, 2026 are listed in the RFP attachment, though additional members may join during the contract term if their purchases do not materially increase original solicitation volume.

The scope encompasses equipment for construction, earth moving, facility operations, and warehouse operations, including backhoes, compactors, dozers, excavators, graders, loaders, skid steers, conveyors, cranes, forklifts, pallet jacks, scissor lifts, and telehandlers offered for daily, weekly, and monthly rental; sale; and rent-to-own options. Vendors must provide operator training and certification in OSHA, NCCCO, NCCER, and equipment-specific areas. All equipment must be delivered in ready-to-use condition, comply with EPA Tier 4 Final (diesel) and federal emissions regulations (gasoline), meet NHTSA, OPEI, ASABE, ANSI, and OSHA standards, and include minimum twelve-month or 1,000-hour warranties for new equipment and ninety-day or 250-hour warranties for used equipment. Vendors must respond to equipment failures within one business day and complete repairs or provide replacement within forty-eight hours. Specifications reference Crown Electric, Raymond, Toyota, and Yale as acceptable manufacturers, but offerors may propose alternate solutions meeting quality and performance standards; Mohave reserves final judgment on accepting alternatives.

The contract will be awarded for an initial one-year term with four potential one-year extensions. Pricing must be submitted via a detailed pricing workbook and may use percent discounts off manufacturer price lists, firm fixed prices with possible economic adjustments, or a combination thereof. Mohave's one percent administration fee must be included in contract pricing. Evaluation weighs pricing (30 points), offer and acceptance documentation and terms (25 points), vendor qualifications (25 points), supporting documents (10 points), and instruction compliance (10 points). Award will be made to responsive, responsible offerors deemed most advantageous to member agencies. Contract vendors must carry comprehensive general liability insurance with not less than $2,000,000 aggregate limits, maintain current licenses, and comply with E-Verify, Davis-Bacon wage requirements for federally funded projects, and federal procurement regulations including anti-lobbying and debarment certifications. Proposals must be submitted electronically via the OpenGov Procurement portal.
