About this file

Summary

This is a Scope of Work and Specifications document for Request for Proposal 26G-0723, issued by Mohave (a consortium representing approximately 480 public agencies across Arizona) for heavy equipment, material handling, and site equipment rentals, sales, services, and training. The solicitation seeks vendors to provide equipment including backhoes, compactors, dozers, excavators, graders, loaders, skid steers, conveyors, cranes, forklifts, pallet jacks, scissor lifts, and telehandlers to support construction, earth moving, facility operations, and warehouse operations. Vendors may offer equipment for sale and rental with daily, weekly, and monthly rental rates, and may provide operator training and certification services in areas including OSHA, NCCCO, NCCER, and equipment-specific certifications. Equipment must be delivered in ready-to-use condition and meet specified standards for emissions, safety, and operational requirements based on fuel type (diesel, gasoline, electric, hybrid, or alternative fuels). The contract will be awarded for an initial one-year term with four potential one-year extensions.

Offerors must clearly identify equipment condition, hours of operation or mileage, and any limitations, and provide estimated lead times for parts and equipment based on current availability. All equipment must comply with applicable NHTSA, OPEI, ASABE, OSHA, ANSI, and EPA standards. Equipment shall include a manufacturer's standard warranty of minimum twelve months or 1,000 hours of operation, with extended warranty options available. Vendors must respond to rental equipment failures within one business day and complete repairs or provide replacement equipment within forty-eight hours. Service specifications require certified technicians, documented service completion, and clear policies on OEM versus aftermarket parts usage. Vendors may submit partial proposals, and Mohave reserves the right to evaluate alternative solutions and brand equivalents as equivalent to specified manufacturers. All exceptions or deviations from specifications must be clearly documented and explained; unacceptable exceptions will result in proposal removal from consideration.

REQUEST FOR PROPOSAL 26G-0723

Heavy Equipment, Material Handling and Site Equipment

– Rentals, Sales, Services, and Training

Scope of Work Specifications

SPECIFICATIONS

Purpose of specifications: Specifications are designed to enable offeror to satisfy a requirement for a product, material, process, or service. A specification may be expressed as a standard, part of a standard, or independent of a standard. No specification is intended to limit competition by eliminating items capable of satisfactorily meeting the requirements of the procurement. If offeror believes a specification is unnecessarily restrictive, offeror must notify Mohave prior to specified proposal due date and time.

Partial proposals: Mohave may consider partial proposals for award of a contract.

Use of brand names: Brand names, trade names, model numbers, and/or catalog numbers may be used to describe the standard of quality, performance, and other characteristics needed to meet member requirements. Use of the name of a manufacturer, brand, make, or catalog number is not intended to limit or restrict competition, nor does it restrict offeror from the submission of brand equivalent offers. However, Mohave reserves the right to decide whether alternatives are equivalent to the materials and/or equipment described in the solicitation. Mohave shall be the sole judge of equivalent quality, and Mohave’s decision shall be final.

Compliance with specifications: Offerors shall offer products, materials, processes, or services they believe meet the specifications. The fact that a manufacturer, supplier, or offeror chooses not to produce or provide product, material, process, or services to meet the specifications shall not be considered sufficient cause to adjudge the specifications as restrictive.
