About this file
This is a Scope of Work and Specifications document for Request for Proposal 26G-0723, issued by Mohave for heavy equipment, material handling, and site equipment rentals, sales, services, and training. The RFP seeks to serve Mohave's statewide membership of approximately 480 public agencies across Arizona, with additional members potentially added during the contract term. Offerors are requested to provide heavy equipment including backhoes, compactors, dozers, excavators, graders, loaders, and skid steers; material handling equipment such as conveyors, cranes, forklifts, pallet jacks, scissor lifts, and telehandlers; and related services including operator training and certification, preventative maintenance, repair, and parts support. Contract vendors may offer equipment for sale and rental on daily, weekly, and monthly bases, with short-term rental, long-term rental, and rent-to-own options available. All equipment must be delivered in ready-to-use condition and must be inspected within twenty-four hours of delivery. The initial contract term is one year with four potential one-year extensions available.
Equipment must comply with current applicable standards including NHTSA, OPEI, ASABE, ANSI, and OSHA requirements for emissions, safety, and operation. Diesel-powered equipment must meet EPA Tier 4 Final emission standards, while gasoline-powered equipment must comply with federal and state emissions regulations. Contract vendors must clearly identify fuel or power type, condition status (new, used, demonstration, or rental), horsepower, torque ratings, and operational limitations for each piece of equipment. Vendors must provide estimated lead times for equipment and parts, specify maintenance responsibilities during rental periods, and respond to equipment failures within one business day with repair or replacement within forty-eight hours. Equipment warranties must include a minimum of twelve months or 1,000 hours of operation for new equipment and ninety days or 250 hours for used equipment. Service must be provided by certified technicians, with extended warranty and annual maintenance options available. Mohave reserves the right to reject specifications as unnecessarily restrictive and will serve as the sole judge on the acceptance of any vendor exceptions or deviations to the specifications.

Request for Proposal 26G-0723
Heavy Equipment, Material Handling and Site Equipment – Rentals, Sales, Services, and Training
Scope of Work Specifications
SPECIFICATIONS
Purpose of specifications: Specifications are designed to enable offeror to satisfy a requirement for a product, material, process, or service. A specification may be expressed as a standard, part of a standard, or independent of a standard. No specification is intended to limit competition by eliminating items capable of satisfactorily meeting the requirements of the procurement. If offeror believes a specification is unnecessarily restrictive, offeror must notify Mohave prior to specified proposal due date and time.
Partial proposals: Mohave may consider partial proposals for award of a contract.
Use of brand names: Brand names, trade names, model numbers, and/or catalog numbers may be used to describe the standard of quality, performance, and other characteristics needed to meet member requirements. Use of the name of a manufacturer, brand, make, or catalog number is not intended to limit or restrict competition, nor does it restrict offeror from the submission of brand equivalent offers. However, Mohave reserves the right to decide whether alternatives are equivalent to the materials and/or equipment described in the solicitation. Mohave shall be the sole judge of equivalent quality, and Mohave’s decision shall be final.
Compliance with specifications: Offerors shall offer products, materials, processes, or services they believe meet the specifications. The fact that a manufacturer, supplier, or offeror chooses not to produce or provide product, material, process, or services to meet the specifications shall not be considered sufficient cause to adjudge the specifications as restrictive.
