About this file

This Anti-Lobbying Certification Form is associated with Arizona's Mohave cooperative purchasing consortium's Request for Proposal 26G-0723 for heavy equipment, material handling, and site equipment rentals, sales, services, and training. The RFP is intended to serve Mohave's statewide membership of approximately 480 public agencies, with eligibility as of June 11, 2026, though additional members may join during the contract term. The solicitation accepts offerings from single or multiple offerors and will be awarded for an initial one-year term with four potential one-year extensions available through contract modification. Specifications are based on known acceptable manufacturers including Crown Electric, Raymond, Toyota, and Yale, but offerors may propose alternate solutions meeting the same quality and performance standards, with Mohave serving as the final arbiter of acceptance.

The form functions as a mandatory certification document requiring offerors to attest compliance with anti-lobbying regulations and restrictions. Members added during the contract period are responsible for determining whether their purchases would materially increase volumes specified in the original solicitation. Offerors should reference the RFP 26G-0723 Current Mohave Members list provided in the solicitation package and consult www.mesc.org for a current complete member roster. The certification establishes that the offeror and its representatives commit to adhering to applicable lobbying prohibitions as a condition of contract award and participation in this cooperative procurement vehicle.
