About this opportunity

The Kentucky Transportation Cabinet (KYTC), Division of Purchases, on behalf of the Division of Equipment, issued a Request for Bid (RFB) solicitation on September 6, 2023, for the procurement of heated asphalt trailers and related equipment to serve KYTC Highway Districts 1-12. The primary deliverable consists of six heated asphalt trailers capable of maintaining asphalt mix at thermostatically controlled temperatures, featuring triple steel walls, comprehensive heating systems, fuel tanks, tack tanks, rinse tanks, electric brakes, and LED lighting. Secondary line items include three trailer electrical plug and air brake assemblies, three single offloading doors, one dump box, three hoists with heavy-duty winches, and three 24" x 24" plate compactor baskets. All equipment must be current model year, new, and in first-class condition, with vendor-performed pre-service completion required at the vendor's facility before delivery to the KYTC Division of Equipment Receiving Shop in Frankfort, Kentucky. Evaluation will be based on best-value scoring criteria weighted at 95 points for price and 5 points for delivery time, with the lowest bidder receiving maximum price points and the fastest delivery time receiving maximum delivery points. Bids must be submitted electronically through the Kentucky Vendor Self Service system by September 21, 2023, at 1:30 PM Eastern Time, with written questions due by September 14, 2023, at 4:00 PM Eastern Time. The tentative award date is October 1, 2023, and all bids must remain valid for a minimum of 90 calendar days after bid closing.

This procurement establishes a multi-award master agreement for an initial one-year period beginning upon award and expiring August 31, 2024, with four optional one-year renewal periods available by mutual written agreement. Kentucky resident bidders may receive reciprocal preference equal to preferences offered by the bidder's state of residency, and qualified bidders including Kentucky Correctional Industries (eligible for 20% preference), Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities (eligible for 15% preference) may receive additional scoring preferences in accordance with KRS 45A.494 and 200 KAR 5:410. All pricing must be submitted as firm, fixed unit costs on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors responsible for all shipping costs and freight claims; price increases are not permitted during the first twelve months of the contract, with only one price increase allowed thereafter if justified by industry-wide changes and requested at least thirty days in advance. Late delivery penalties of one percent per day apply for each day beyond the contracted delivery date, except for delays caused by factors outside the vendor's control, and an automatic one percent per month penalty applies if payment exceeds 30 working days. No budget range or award value is specified in the solicitation documents; all quantities stated are annual estimates only and do not represent guaranteed purchases. Bidders must complete and submit an Annual Affidavit for Bidders, Offerors, and Contractors affirming compliance with Kentucky campaign finance laws under KRS 45A.110 and 45A.115.
