About this opportunity
The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet (KYTC) Division of Purchases on behalf of the Division of Equipment, issued Request for Bid 605 2400000022 to establish a multi-award master agreement for heated asphalt trailers and related equipment. The solicitation, which closed on August 17, 2023, at 1:30 p.m. Eastern Time, encompasses 16 line items including hot box trailer-mounted units in 2-ton, 3-ton, 4-ton, and 6-ton capacities; hot box truck-mounted units in equivalent tonnage ranges; and optional accessories such as trailer electrical plugs with air brakes, offloading doors, dump boxes, hoists with heavy-duty winches, replacement parts, and hourly service labor. All equipment must be new, current production model year units in first-class condition, fully warranted for a minimum of one year from the date of service by authorized Kentucky dealers, and pre-serviced to manufacturer specifications before delivery. Acceptable manufacturers include Falcon, Marathon, K&M, and Stepp Manufacturing. The initial contract period extends through August 31, 2024, with four optional one-year renewal periods available. Evaluation will be determined using best value ranking criteria weighted as follows: price at 85 points, delivery percentage discount at 10 points, and delivery time at 5 points, with the lowest-priced bidder receiving the maximum score and subsequent bidders' scores calculated proportionally. Bids were required to be submitted electronically through the Kentucky Vendor Self Service website at https://vss.ky.gov, with a tentative award date of August 31, 2023. All pricing must be submitted on a per-unit basis for specified line items, with accessories and parts priced as a percentage discount off the manufacturer's published catalog price list, and service labor quoted on an hourly basis at manufacturer-authorized facilities.
Kentucky resident bidders qualify for reciprocal preference equal to preferences given by their home state in accordance with Kentucky Revised Statutes 45A.490-494. Qualified bidder preferences are extended to Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualifying nonprofit organizations serving individuals with severe disabilities, with these entities receiving statutory preferences equal to 15 to 20 percent of maximum available points. Delivery is required F.O.B. Destination Freight Prepaid to the KYTC Division of Equipment Receiving Shop located at 1239 Wilkinson Boulevard, Frankfort, Kentucky, with vendors required to specify delivery time in specific calendar days after contract award; late delivery penalties of one percent per day will be assessed unless delays result from circumstances beyond the vendor's control. All equipment must comply with state and federal OSHA regulations and include three sets of keys, operator manuals, parts books, service manuals, and one day of safety and maintenance training. Price increases during the contract term are restricted to one adjustment and require written justification of industry-wide increases. The solicitation specifies that quantities listed are annual estimates only, and the Commonwealth reserves the right to award multiple contracts, reject all bids, cancel the solicitation, or modify contract terms during renewal periods. No specific budget or award values are disclosed in the solicitation documents.
