About this opportunity

Georgia Institute of Technology, a unit of the University System of Georgia located in Cobb County, Georgia, solicited Design-Build Services through a two-step Request for Qualifications (RFQ) and Request for Proposals (RFP) process for the "GTRI 1838 B12 Core & Shell Interior Build-Out" project. The procurement involved the design and renovation of 50,000 square feet of existing secure space at GTRI Building 12 in Marietta, Georgia to meet Intelligence Community Directive (ICD) 705 standards for classified research. Key deliverables and objectives include preconstruction services, design development, construction administration, warranty coordination, and the installation of pathways for security infrastructure including UL2050 Alarm Systems, Access Control, IP-based cameras, pink noise devices, Network IT/Data ports and racks, and audio-visual systems. Minimum qualifications required include Georgia General Contractor licensure, bonding capacity of $10,100,000, liability insurance with limits of $1,000,000 per accident for bodily injury and $2,000,000 per accident/$10,000,000 aggregate for property damage, a current ratio of 1.0 or higher, and an Experience Modification Rating of 1.2 or less. The RFQ submission deadline was December 9, 2021 at 2:00 PM, with the shortlist announcement released December 15, 2021, a mandatory pre-proposal site visit scheduled for December 22, 2021, and RFP submissions due January 14, 2022 for project proposals and January 20, 2022 for fee proposals. Finalist interviews were conducted on January 21, 2022, with design services anticipated to commence January 2022 and conclude by June 2022, and construction beginning November 2022 and completing by August 2023.

Georgia Institute of Technology encouraged participation by minority-owned, woman-owned, and small business enterprises in this procurement and required compliance with the Georgia Security and Immigration Compliance Act and the Immigration Reform and Control Act of 1986. Six firms submitted qualifications, with three firms—Beck, McCarthy, and Turner Construction—selected to advance to the RFP phase; Evans General Contractors, Lusk, and Structor did not advance past the initial qualifications stage. The Design-Build Contract was ultimately awarded to McCarthy with a Guaranteed Maximum Price (GMP) cost limitation of $20,197,954, with a project duration of approximately 18 months from February 16, 2022 to August 24, 2023. The initial Stated Cost of Limitation (SCL) for Phase I was revised to $25,000,000 per Addendum No. 001, while a preliminary stated cost limitation of $18,502,290 was noted with an estimated guaranteed maximum price of $25,247,067.
