STEP I

REQUEST FOR QUALIFICATIONS

Design Build Services

The Board of Regents of the University System of Georgia (“BOR”) As (“Owner”), on behalf of the Georgia Institute of Technology, is soliciting statements of qualifications from firms interested in providing design-build services for the construction of a project known as Project No. 0099-2021, “GTRI #1838 B12 Core & Shell Interior Build-Out,” at Georgia Institute of Technology, Atlanta, Georgia . This Request for Qualifications (RFQ) seeks to identify potential providers of the above-mentioned services. Some firms that respond to this RFQ, who are determined by the Owner to be especially qualified, may be deemed eligible and may be invited to interview and offer proposals for these services. All respondents to this RFQ are subject to instructions communicated in this document, and are cautioned to completely review the entire RFQ and follow instructions carefully. BOR reserves the right to reject any or all statements of qualifications or proposals, and to waive technicalities and informalities at their discretion.

1. GENERAL PROJECT INFORMATION

Project Background Georgia Tech’s Strategic Plan outlines our vision for the next decade. The core commitments of the plan are Progress and Service. The commitment to service is grounded in meeting the evolving needs of our students, our community and the State of Georgia. The commitment to progress is centered in creating knowledge, spurring innovation, and contributing to economic development. In all dimensions, the plan signals our desire to expand our impact and deepen our contribution. Core to this objective is Georgia Tech’s commitment to growth through increased student enrollment, expanded research programs, and enhanced partnerships with business.

The volume of Georgia Tech’s research activities and projected investment from research sponsors continues to climb. Over the past 20 years, GT research funding (awards) have seen dramatic growth with a 361% increase. Research growth within our resident instruction units was 183%, Georgia Tech Research Institute (GTRI) growth was 624%, and the Enterprise Innovation Institute (EII) was 44%.

Georgia Institute of Technology, Project: 0099-2021, GTRI #1838 B12 Core & Shell Interior Build-Out, DB RFQ/RFP

The Georgia Tech Research Institute (GTRI) is the nonprofit, applied research division of the Georgia Institute of Technology (GIT). Founded in 1934 as the Engineering Experiment Station, GTRI has grown to more than 2,900 employees supporting eight laboratories in over 22 locations around the country; and was awarded $782M of problem-solving research in FY21 for government and industry. GIT and GTRI combine the best of both applied and basic research to solve the innovation equation on behalf of clients. This combination provides unsurpassed expertise, technical solutions, and new levels of capability for our armed forces, our federal and state sponsors, our industry partners, and those with whom we collaborate worldwide. The consistent and continued growth of GTRI sponsored programs is projected to result in awards of approximately $1B by 2030.

GIT recently re-baselined its infrastructure strategy for GTRI. This strategy captures the organization of GTRI into three research hubs in Metro Atlanta to progress the technology advancement and innovative solutions vision established in its Strategic Plan. These are the Main Campus Research (MCR) Hub, the Tech Square Research (TSR) Hub, and the Cobb County Research Facility (CCRF) Hub. GTRI’s three research hubs have become focal points for research domains that intersect with GIT academics and research activities, business in Georgia, and National Security. Within these hubs, GTRI has space that has been approved as meeting the requirements for secure space (per ICD 705 standards). This type of space in each research hub is critical for GTRI’s ability to meet the program requirements of Sponsors and government contracts.

The level of growth, especially in Department of Defense (DoD) classified research, is driving a requirement of additional secure space. Approximately 95% of GTRI total awards are on contracts which require secure space. This research work is performed by GTRI research faculty and staff (63% of GTRI’s 2900 employees maintain an active DoD clearance with 37% maintaining higher level clearances). Since 2015, overall federal classified R&D funding has increased by approximately 52% according to the Center for Strategic and International Studies. GTRI research award growth, coupled with the significant emphasis on programs with classified research requirements, is an indication of the impact of GTRI on the state of technology innovation nationally. GTRI must be prepared to meet those needs with a highly skilled workforce and the facilities required to allow those employees to carry out their research responsibilities to the State and the Nation.

The increasing volume of research that requires secure space that meets ICD 705 standards is increasing rapidly due to a continuing shift of program classifications by the DoD. GIT/GTRI uses a standard metric of 250 ASF per $1M of research award to determine required secure space for growth. This metric was applied to the predicted GTRI growth in research awards, revenue, and employees.

Project Description GTRI requires 50,000 ASF of secure space in the CCRF Hub and 25,000 ASF in the MSR Hub and the TSR Hub to meet the projected growth need of 75,000 ASF by FY30. This secure space must be built to Intelligence Community Directive (ICD) 705.

The proposed project is within the Cobb County Research Facility South Campus (CCRFSC) Building 12 (B12) East Addition and is located at 7220 Richardson Rd; Marietta, GA 30060.

B12 includes a large warehouse space, and a 2-story section totaling 350,000 SF. The proposed project includes a two-phase effort for the Design and Renovation of the existing B- 12 core and shell flex office space (50,000 square feet), and interior improvements for

Georgia Institute of Technology, Project: 0099-2021, GTRI #1838 B12 Core & Shell Interior Build-Out, DB RFQ/RFP sponsor-specific space. The project is intended to renovate the existing two-story 50,000 SF of former secure space into ICD 705-compliant secure space. This space was previously accredited as secure space in the 1990’s formerly occupied by Lockheed’s F-22 program. The space does not currently meet ICD 705 standard and requires significant renovations to achieve full accreditation.

Initially, during Phase 1, GIT will renovate (design and build) the exterior shell of the 50,000 SF space to achieve full accreditation by the U.S. Government. The first Phase will also include the buildout of 10,000 SF of interior space. Subsequently, Phase 2, the Interior Improvement plan will be to design and build smaller, sponsor-specific facilities within the larger shell to meet sponsor-specific needs. Each “sponsor-specific” facility represents nominally 5,000 ASF and will be constructed in consecutive years (constituting 9 phases, Phase 2A-2I). The end-state is 50,000 ASF of secure space in FY31.

This overall approach is consistent with the strategy outlined in the original BoR authorization in October 2017, where it was envisioned that GIT would improve the Lockheed property over time as requirements arose and resources became available. The authorization states “it is anticipated that the Premises will be renovated in phases.” This proposed project is consistent with the GIT Strategic Plan and nests within future plans outlined in GTRI’s infrastructure strategy.

At a minimum, the following general facilities programmatic requirements, design features and special needs must be met:

This project will include the development of secure space designed and constructed to U.S.

Government specifications; Intelligence Community Directive (ICD) 705, Technical Specifications for Construction and Management of RS3s. This will include functional program verification, schematic design, construction documents, supporting construction administration services and ultimately inspection and formal accreditation by the U.S.

Government.

Initial programming for the B12 building shell consists of the following high-level scope:

Existing utilities (chilled water and power) in B-12 will be extended to the space and stubbed out in new mechanical and electrical rooms for future use. Existing chillers and switchgear have sufficient capacity to support anticipated loads in new tenant fit-out space. Block load calculation will be conducted to confirm required capacity for new space.

General lighting will be provided in space for emergency egress.

Required fire alarm and fire sprinkler system will remain in space in anticipation of future fit-out.

Current perimeter walls will be upgraded to provide for enhanced security and

TEMPEST countermeasures. Perimeter doors will be upgraded to meet ICD 705 requirements.

Georgia Institute of Technology, Project: 0099-2021, GTRI #1838 B12 Core & Shell Interior Build-Out, DB RFQ/RFP

IP-based cameras installed and configured to overall GTRI system to monitor external access control points of newly constructed secure space. Internal IP-based cameras installed and configured to stand-alone secure GTRI system located inside the space to monitor internal access control points and common hallway activity.

Existing wall and floor penetrations will be evaluated for compliance with ICD-705 requirements.

Existing HVAC system equipment and duct work in space will be demolished.

Existing electrical distribution and devices in space will be demolished.

Existing communications cable tray/conduit in space will be demolished.

Existing ACT ceilings in space will be demolished.

REQUEST FOR PROPOSALS

(From Qualified Finalists ONLY)

Design Build Services for

Note: The information in this Section, Step II (Request for Proposals) is provided for firms who have been issued notification as having been deemed eligible and are shortlisted for the project.

To firms who have been issued notification as having been deemed eligible, the Board of Regents of the University System of Georgia (BOR), as “Owner” on behalf of Georgia Institute of Technology (“User”), issues this Request for Proposals (RFP), for those firms to offer proposals for design build services for the specific project.

1. CONTRACT INFORMATION

General The contract for Design Build services will be based on the AIA Standard Form of Agreement between Owner and Design-Builder with Owner modifications.

The Design/Builder (DB) is normally under contract to supply both design services and construction services, to complete the project and place the Owner in occupancy of the project in a “turnkey” fashion. Once either a Guaranteed Maximum Price (GMP) or a Lump Sum Price is agreed between the Owner and the DB, the DB is “at risk” for project price, project schedule, and completion of all construction as set forth in the Contract Documents. The DB holds all trade contracts and trade supplier contracts. The price and financial structure of this Agreement is the “cost-plus” method, with an absolute cap on the total price of the contract (the GMP), and certain other maximum price allowances. The sole basis for the “plus” under this Agreement is the Design/Builder’s Fee, which is the DB’s “gross profit”. The sole basis for “cost” throughout this Agreement is Actual Cost.

Georgia Institute of Technology, Project: 0099-2021, GTRI #1838 B12 Core & Shell Interior Build-Out, DB RFQ/RFP

In addition to the GMP, there are total cost limitations imposed on Actual Costs for overhead, salary and labor costs, both as to type of cost and allowable amounts. Actual cost is the only allowable cost under this Agreement, unless and until a Lump Sum Price is agreed between the Owner and DB. The Owner can designate an Executive Administrator or a Program Manager to represent the Owner in administration of the Project.

Firms will be encouraged to review and become familiar with the terms and conditions of this contract. Any significant exceptions proposed by a firm could lead to a firm being deemed non-responsive.

Contingencies There are two contingency amounts under the GMP. The first is the “construction contingency,” which is largely under the control of the DB pursuant to the terms of this Agreement and has a minimal requirement for Owner approval “not unreasonably withheld.” The second is the “design contingency” pursuant to the terms of this Agreement, in which the Owner retains substantial control. Both contingencies are eliminated if the Owner and DB ultimately agree to a Lump Sum Price for the project.

Contract Scope during Phases of Project

The Design/Build (DB) services shall include a preconstruction design phase, and a construction phase. During the design phase, the DB will provide cost estimates and cost evaluation, value engineering recommendations, design analysis, constructability reviews and technical input on methods of construction, materials, details, and bidding formats and types of separate bidding packages. Not later than 80% complete design documents, DB shall issue a guaranteed maximum price (GMP) backed by a surety bond. Project shall be constructed within this GMP.

DB shall also develop and maintain a master project schedule. During the construction phase, which includes any previously awarded early bid packages, DB will be responsible for methods of construction, safety programs, general conditions, prequalification of potential subcontractors and bidding of all work, certification of work in place and monthly payment requests, coordination and scheduling of all work of all construction contracts and miscellaneous contracts required for the completion of the project within the predetermined budget and schedule. DB will assist Owner in management and administration of the project except that the Owner shall retain complete contractual control of all prime DB contracts, project funds, and disbursements.
