About this opportunity

The City of Orlando is seeking an experienced contractor through Invitation for Bid (IFB) 26-0173 to provide comprehensive grounds maintenance services at the Iron Bridge Water Reclamation Facility located at 601 Iron Bridge Circle, Oviedo, Florida. The scope of work encompasses approximately 100 acres and includes mowing, edging, trimming, debris removal, plant bed maintenance, tree and shrub pruning, and irrigation system maintenance across five designated areas on the facility site map. The contractor must provide all necessary labor, materials, equipment, supplies, and supervision and is required to maintain all equipment through either contracted maintenance agreements or an in-house maintenance program, with documentation available for City review. Work must be performed Monday through Friday, excluding City holidays, between 7:00 a.m. and 5:00 p.m. local time, with approximately 40 mowing cycles annually and 12 monthly irrigation maintenance visits. Key dates for this procurement include a mandatory pre-bid conference on March 10, 2026 at 10:00 a.m. at the Iron Bridge Facility, a question deadline of March 17, 2026 at 5:00 p.m., and electronic bid submissions due by April 2, 2026 at 2:00 p.m., with virtual bid opening via Microsoft Teams. The resulting contract will have an initial three-year term with options for two additional twelve-month renewal periods, for a cumulative total of 60 months. Contractors must submit references, notarized certifications, insurance documentation with minimum limits of $1,000,000 per occurrence for comprehensive general liability, equipment lists, and personnel lists.

The City of Orlando applies a Living Wage requirement of $15.00 per hour for covered services when City expenditures exceed $100,000 annually. Respondents must certify they are not on scrutinized company lists related to boycotts of Israel or business operations in restricted countries and must acknowledge all addenda and submit Veteran Business Enterprise Participation Forms. No on-site equipment storage is available, and the contractor is responsible for all equipment maintenance, damage repair, and replacement of any items damaged during operations at no cost to the City. Pricing must be submitted electronically through the City's e-Procurement Portal with unit prices prevailing in case of discrepancies. No incumbent vendor or budget range information is listed in the available procurement documents, though the living wage threshold of $100,000 in annual City expenditures suggests a contract value of meaningful scope.
