About this file
This is an Invitation for Bid (IFB) site location and map document for the City of Orlando's Procurement and Contracts Division, specifically for grounds maintenance services at the Iron Bridge Water Reclamation Facility. The City seeks an experienced contractor to provide comprehensive grounds maintenance across approximately 100 acres at 601 Iron Bridge Circle, Oviedo, Florida, including mowing, edging, trimming, debris removal, plant bed maintenance, tree and shrub pruning, and irrigation system maintenance across five designated areas. The scope of work requires approximately 40 mowing cycles annually and 12 monthly irrigation maintenance visits, performed Monday through Friday, excluding City holidays, between 7:00 a.m. and 5:00 p.m. A mandatory pre-bid conference is scheduled for March 10, 2026 at 10:00 a.m. at the Iron Bridge Facility, with a question deadline of March 17, 2026 at 5:00 p.m. and electronic bid submissions due April 2, 2026 at 2:00 p.m., followed by virtual bid opening via Microsoft Teams. The initial contract term is three years with options for two additional twelve-month renewal periods, totaling a potential 60-month contract period.
Contractors must provide all necessary labor, materials, equipment, supplies, and supervision, with documented equipment maintenance through either contracted agreements or an in-house program. The City of Orlando applies a Living Wage requirement of $15.00 per hour for covered services when annual City expenditures exceed $100,000. Bidders must submit references, notarized certifications, insurance documentation with minimum limits of $1,000,000 per occurrence for comprehensive general liability, equipment lists, and personnel lists. Respondents must certify non-involvement with scrutinized company lists related to boycotts of Israel or restricted country operations and submit Veteran Business Enterprise Participation Forms. No on-site equipment storage is available, and contractors are fully responsible for equipment maintenance, damage repair, and replacement at no cost to the City. Pricing must be submitted electronically through the City's e-Procurement Portal with unit prices prevailing in case of discrepancies.
