About this opportunity
Dallas Independent School District (Dallas ISD) in Dallas County, Texas, is issuing a supplemental Request for Proposal (RFP SW-250105) for Grocery and Outside Catering Services to establish an expanded pool of approved suppliers for district-wide, as-needed purchasing. The solicitation seeks vendors capable of supplying food, grocery items, produce, supplies, and comprehensive outside catering services, including fresh, frozen, and shelf-stable proteins; dairy products; baking and dry goods; canned and packaged goods; snack items; beverages; specialty food products; and fresh and processed produce. Vendors must demonstrate capacity to provide full-service outside catering that encompasses menu development, food preparation, on-site service, delivery, setup, and breakdown to support the District's Culinary Arts program, Family and Consumer Science program, and Marketing Programs. Required qualifications include flexible delivery capabilities to multiple campus locations, accurate order confirmation processes, compliance with all local, state, and federal food safety regulations including Texas Department of State Health Services requirements, proper labeling and temperature-controlled transport, and the ability to notify the District within twenty-four hours of any food recalls. Vendors must submit a current catering menu as part of their proposal, including customizable packages, pricing structures, and minimum order requirements, with optional online catalog access and discount structure information. The proposal is due May 28, 2026, with submissions required electronically through the Bonfire portal at https://dallasisd.bonfirehub.com or by sealed envelope to DISD Procurement Services at 9400 N Central Expressway, Suite 1510, Dallas, Texas 75231. Award decisions will be made by a District-selected evaluation panel based on best value criteria, including purchase price, vendor reputation and past District relationships, quality of goods and services, extent of meeting district needs, long-term cost, and Small Business Enterprise (SBE) participation and compliance.
This supplemental solicitation is directed exclusively at vendors not previously awarded under the original RFP DA-207872; vendors with existing awards under that solicitation are not required to respond as their awards remain in effect. Dallas ISD has established an aspirational SBE goal of 30 percent of total dollar value for goods and services contracts, and SBE compliance forms carry an evaluation value of up to 20 percentage points, with incomplete or unsigned forms resulting in zero scores. Eligible SBE certifications include 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Small Business Enterprise (SBE), Veteran-Owned Small Business (VOSB), and Woman-Owned Small Business (WOSB) designations, with Good Faith Effort programs available for vendors utilizing non-certified SBE subcontractors. All respondents must complete and submit multiple compliance documents, including a W-9 tax form, Texas Certificate of Interested Parties (Form 1295), Conflict of Interest Questionnaire, and Pre-Employment or Pre-Service Affidavit disclosures. The contract term shall mirror the original RFP DA-207872 term, with potential extension by mutual agreement for a total period not exceeding five years, provided either party submits written notice of non-renewal at least ninety days before expiration. The procurement is issued under Title 2 of the Code of Federal Regulations Part 200 requirements and may be funded through local, state, federal, and grant-funded programs. No specific award values or budget ranges are disclosed in the available documentation; however, contracts exceeding $25,000 will require performance and payment bonds, and net thirty-day payment terms apply upon acceptance of delivery.
Opportunity text
This Request for Proposal (RFP) will be used to purchase food, grocery items, produce, supplies, and outside catering services. This is for District-wide use, on an "as needed" basis. This RFP is supplemental to the original solicitation RFP DA-207872 for Trophies, Plaques, Awards, Promotional Items and Services. ** Vendors that were awarded under the original solicitation DA-207872 are not required to respond to this supplemental solicitation, as their existing awards remain in effect. This solicitation is directed at vendors who were not previously awarded under DA-207872 and who wish to be considered for inclusion in the district's pool of approved suppliers for the goods and services described herein. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements to procure vendors who provide goods or services purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal, and grant-funded programs. LENGTH OF CONTRACT The term of this proposal shall mirror the original RFP term (DA‑207872 Grocery and Outside Catering Services), based on the long‑range needs of the District and the mutual consent of both parties. Any contract resulting from this solicitation may, upon mutual agreement between the awarded vendor and the District, be extended for a total period not to exceed five (5) years. If either party intends not to renew the contract, that party must provide written notice to the other no fewer than ninety (90) days before the expiration of the then‑current term. If the District fails to timely exercise any renewal option, all remaining renewal options shall expire and terminate.
