About this opportunity

The Georgia Technology Authority (GTA) awarded an Independent Verification and Validation contract for the Georgia Registry of Immunization Transactions and Services (GRITS) project to NTT following a Statement of Need (SON) closed June 20, 2022, at 5:00 PM EST. This was an informal bid solicitation limited to qualified contractors previously awarded through the Request for Qualified Contractors (RFQC 98000-000000-5069), which was publicly posted on the Georgia Procurement Registry.

The scope consists of 15 monthly dashboard reports assessing project health across communication, cost management, issue management, quality, risk management, schedule performance, governance, organizational change management, operational readiness, vendor management, and resource management. The IV&V contractor must operate independently and provide non-intrusive oversight, maintain objectivity, and deliver value-added services from the state's perspective. Mandatory requirements include preparing and delivering monthly dashboard reports using GTA templates, attending Enterprise Critical Project Review Panel meetings in person or via teleconference, submitting Deliverable Acceptance Forms with invoices for payment approval, and providing detailed resumes for all proposed personnel (two-page maximum per resume). Deliverables must be submitted for agency approval within 10 days of completion; the agency must respond within 10 days with acceptance, rejection with comments, or notice of extension. Approved deliverable acceptance forms must be submitted for payment with invoices within 30 days of agency approval unless exceptions are mutually agreed upon.

The contract award to NTT is $531,158.46, with pricing not to exceed $600,000. Unsuccessful offerors included BerryDunn, CSG, and PCG. Performance will be evaluated quarterly using a 1–10 rating scale, determining whether vendors require close monitoring, routine quarterly review, or no action until the next evaluation period. All offerors were required to submit pricing on Attachment H: Qualified Contractor's Price Response Worksheet with strict separation from technical requirements; mixing pricing information with requirement responses resulted in proposal disqualification.
