GRITS IV&V Performance Expectations and Contract Summary

This document is an Attachment C Performance Expectations file from the Georgia Technology Authority (GTA) Procurement Management Office for the GRITS IV&V contract opportunity (SON 98000-00000-5863). The contract requires Independent Verification and Validation (IV&V) services to assess IT projects for the State of Georgia. The Statement of Need specifies 15 monthly dashboard reports as oversight deliverables, with deliverables requiring Agency approval within 10 days of completion, Agency response within 10 days of receipt, and approved deliverable approval forms (DAF) submitted for payment within 30 days of Agency approval. The SON response deadline was June 20, 2022 at 5:00 PM EST. This is an informal bid solicitation limited to contractors previously awarded through the Request for Qualified Contractors (RFQC 98000-000000-5069), with qualified contractors entering contract negotiations and securing GTA Master Agreements through the formal procurement process conducted via the Georgia Procurement Registry.

The pricing for this contract opportunity is not to exceed $600,000 for all services and products. Bidders are required to submit cost proposals using Attachment H: Qualified Contractor's Price Response Worksheet, with strict separation of pricing information from technical requirements to avoid proposal disqualification. The IV&V contractor must operate independently and provide non-intrusive oversight, maintaining objectivity while delivering value-added services from the State of Georgia's perspective. Performance will be evaluated quarterly using a 1-10 rating scale across multiple criteria including project assessment quality, timeliness, dashboard reporting, participation in critical panels, and alignment with GTA expectations, with evaluations determining whether vendors require close monitoring, routine quarterly review, or no action until the next evaluation period.
