About this opportunity
Clay County Board of County Commissioners is requesting bids for grapple and roll-off container services supporting four Environmental Convenience Centers, the Rosemary Hill Solid Waste Management Facility, and other county-owned facilities in Florida, with bids due September 3, 2026 at 4:00 p.m. and a mandatory pre-bid meeting on August 21, 2026 at 10:00 a.m. at the RHSWMF.
The scope includes exclusive pickup, transportation, and delivery of waste and recyclable materials from four ECC locations (Clay Hill, Doctors Inlet, Keystone Heights, and Long Bay) to RHSWMF. Containers consist of 20, 30, and 40 cubic yard open-top units, 30 cubic yard recycling containers with protective covers, and 40 cubic yard receiver boxes. Contractor service hours are Monday through Saturday, 6:00 a.m. to 5:30 p.m., corresponding to facility operating hours Thursday through Saturday, 7:30 a.m. to 5:30 p.m. Estimated monthly hauls range from 1 to 24 per site. Service requests are typically placed by Thursday or Friday for weekend service or by Monday morning for mid-week service; emergency services require four-hour response during operating hours. The contractor must self-perform a minimum of 40 percent of contract work and have been in business for a minimum of five years performing similar work. Contractors must register with E-Verify, maintain all required state and local licenses, and comply with OSHA standards.
The initial contract term runs three years from October 1, 2026, through September 30, 2029, with two optional one-year renewal terms. The County does not guarantee minimum or maximum hauls and makes no representation regarding future service frequency or container quantities. Payment is monthly based on actual hauls at rates established in the pricing table; no tipping fees apply to the contractor, and the contractor receives no revenue from recyclable material sales. Awards are made to the lowest responsive and responsible bidder.
Bidders must submit a five percent bid bond, obtain a Clay County Container Service Franchise Agreement within ten days of award, maintain Commercial General Liability insurance of $1 million each occurrence and $2 million aggregate, Business Auto Liability of $1 million, and Workers' Compensation at statutory limits. Required submittals include a statement of experience and qualifications, W-9 form, insurance certificate, and evidence of bid bond. Bid opening occurs September 4, 2026, at 9:00 a.m.
