The contractor will provide exclusive grapple/roll-off container services including 20, 30, and 40 cubic yard open-top containers, 30 cubic yard recycling containers with protective covers, and 40 cubic yard receiver boxes. Services are required at Clay Hill ECC, Doctors Inlet ECC, Keystone Heights ECC, and Long Bay ECC, with hours of operation Thursday through Saturday from 7:30 a.m. to 5:30 p.m., though contractors may access locations Monday through Saturday. The bid form indicates estimated monthly pulls ranging from 1 to 24 hauls per site per month, with unit pricing for single hauls and grapple hauls varying by location and mileage. The contract term is three years (October 1, 2026, through September 30, 2029), with the County reserving the right to extend for two additional one-year terms. The bid deadline and opening date were to be specified in the final solicitation documents.

Bidders must submit per-unit pricing on the provided bid form, with award based on the grand total annual cost using estimated units for comparison purposes only. All loads are to be delivered to Rosemary Hill Solid Waste Management Facility without tipping fees to the contractor, and the contractor receives no proceeds from recyclable sales. Bidders must obtain a Clay County Container Service Franchise prior to commencing work and must submit a statement of experience and qualifications, W-9 form, insurance certificate, and five percent bid bond with their proposals. The county guarantees no minimum or maximum hauls and reserves the right to reject any and all bids without cause. Service requests are typically placed by Thursday or Friday for weekend service and by Monday morning for mid-week service, with emergency services requiring response within four hours during operating hours.

Scope of Work

Clay County Environmental Services

Background

The County requires the services of a Grapple/Roll-off Container Service Contractor providing exclusive grapple/roll off container service needed to serve Environmental Convenience Centers

(ECC’s), and the Rosemary Hill Solid Waste Management Facility (RHSWMF), and other facilities owned by the County if needed. All wastes and recyclables collected at the ECC’s are to be transported to the Rosemary Hill Solid Waste Management Facility for disposal and, or processing and sale. The Contractor will not be charged for disposal and will not receive any proceeds from the sale of recyclables.

Currently single-family dwelling units in Clay County have universal curbside waste services provided by a County franchised collection services contractor. The ECC’s are utilized by residents as a supplement to the weekly curbside services program and for disposal of selective special wastes. The County neither guarantees the volume of future usage by residents, nor guarantees the need for roll-off services in the future. The information in the Table merely provides historical information for consideration and use in formulating bids.
