About this opportunity
The Board of Regents of the University System of Georgia on behalf of Georgia Institute of Technology is requesting bids for a Government Property Management Inventory System under IFB 2027-IFB-GTRI-0006, with proposals due September 30, 2026. This is a replacement project for the legacy Sunflower system currently provided by CGI, requiring complete design, development, configuration, and deployment of a modern inventory tracking platform with federal compliance.
The scope encompasses asset lifecycle management from procurement through disposition; real-time tracking of government assets and supplies; automated asset lifecycle tracking and comprehensive audit trails meeting federal accountability standards; RFID and barcode identification with DOD IUID requirements compliance; integration with existing enterprise systems including Deltek Costpoint, Workday, Oracle, and PIEE; and generation of government-required forms such as DD250 and DD1149 documents. The system must adhere strictly to Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements and comply with NIST SP 800-53 security standards. Key deliverables include a detailed project plan and milestone schedule, data migration plan from Sunflower, fully functional inventory tracking software, user manuals and technical documentation, and final acceptance testing report.
Technical requirements include web-based entry with Single Sign-On authentication (CAS, Shibboleth, or Active Directory); SSL encryption; cross-browser and cross-platform compatibility; Section 508 accessibility compliance; role-based and table-level access controls with audit trails; technical support for at least 40 hours weekly with 4-hour maximum response time during Eastern Time zone business hours; SAS 70 Type II audit compliance; and 99.999% system reliability with nightly data backup. The vendor must provide two system demonstrations proving integration with GTRI's existing systems and addressing functional and technical requirements.
Pricing should include all implementation costs—design, development, configuration, deployment, data migration, training, and testing—with total system cost entered in the bid submission. Contract duration and specific performance locations are not specified in the sourcing event documentation. Purchasing questions should be directed to Georgia Institute of Technology Procurement and Business Services at 404-894-5000. Awards will be made to the lowest technically responsible responsive bidder.
