About this file

This is a functional and technical requirements checklist for a Government Property Management System to be implemented by an educational institution (Georgia Tech). The system must provide comprehensive asset lifecycle management capabilities from procurement through disposition, with mandatory features including life-to-date asset history tracking, real-time updates, federal compliance support for contractor-acquired and government-furnished property, RFID and barcode identification, DOD IUID requirements compliance, inventory management, and integration with existing enterprise systems including Workday, Deltek Costpoint, Oracle, and PIEE. The system must generate government-required forms such as DD250 and DD1149 documents, produce standard and ad hoc financial reports, classify assets by government property types (GFE, CAP, CAM), support physical inventory via scanning or manual entry, and track comprehensive asset demographics including location, serial number, acquisition and disposal dates, custodian information, and government contract details. Desirable functionality includes system maintenance tracking, reconciliation reporting to company financials, budgetary approval support, user-defined fields, AI and dashboard capabilities, and comprehensive search functionality.

Technical requirements mandate web-based entry capability with Single Sign-On authentication integration (CAS, Shibboleth, or Active Directory), SSL encryption, cross-browser and cross-platform compatibility (IE, Chrome, Firefox on Windows; Firefox and Chrome on Linux; Safari on Mac), Section 508 accessibility compliance, and robust security including role-based and table-level access controls with audit trails. The vendor must provide technical support for at least 40 hours weekly with 4-hour maximum telephone response time during Eastern Time zone business hours, maintain SAS 70 Type II audit compliance, ensure 99.999% system reliability with nightly data backup, provide data encryption in transit, offer a test/pilot environment, and deliver comprehensive documentation including Entity Relationship Diagrams and Data Dictionary with DDL scripts. Pricing should include all implementation costs such as design, development, configuration, deployment, data migration, training, testing, and license keys, with total system cost entered in the bid submission.
