About this file

This Statement of Work (SOW) document outlines a Federal Inventory Tracking System Replacement project for a government entity, specifically GTRI (Georgia Tech Research Institute). The project seeks to procure and implement a modern software solution to replace the legacy "Sunflower" inventory system currently provided by CGI. The vendor shall be responsible for the complete design, development, configuration, and deployment of a new inventory tracking platform. Key deliverables include a detailed project plan and milestone schedule, data migration plan from the Sunflower system, fully functional inventory tracking software, user manuals and technical documentation, and a final acceptance testing report. The scope encompasses migration of all existing data, implementation of real-time tracking for government assets and supplies, integration with existing financial and procurement systems (including Deltek Costpoint and Workday), and provision of training for administrators and end-users. The project includes two system demonstration objectives to prove the tool's integration with GTRI's existing systems and to provide a live demonstration addressing functional and technical requirements.

The software must strictly adhere to Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements, with key technical specifications including automated asset lifecycle tracking, comprehensive audit trails meeting federal accountability standards, compliance with NIST SP 800-53 security standards, robust federal-mandated reporting capabilities, and interoperability with standard government-grade APIs and data formats. The vendor must provide technical support according to defined Service Level Agreements (SLAs), along with regular updates and security patches to maintain compliance with evolving federal regulations. System acceptance is contingent upon successful passage of all functional requirements, verified data migration accuracy from Sunflower, and completion of a security audit confirming FAR/DFARS compliance. The document does not specify pricing terms, contract duration, response deadlines, or bidder conference dates.

Statement of Work (SOW): Federal Inventory Tracking System Replacement

1. Project Overview The objective of this project is to procure and implement a modern software solution to replace the legacy "Sunflower" inventory system, currently provided by CGI. The new system must provide comprehensive inventory tracking capabilities tailored for government operations, ensuring full compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS).

System Demonstration There will be two (2) objectives for this demonstration:

1. Prove that the tool can integrate with GTRI’s existing systems and meet the technical requirements outlined in this SOW.

2. Provide a live DEMO to address both functional and technical requirements in areas outlined in this SOW.

Scope of Work The vendor shall be responsible for the design, development, configuration, and deployment of a new inventory tracking platform. The scope includes:

· Migration of all existing data from the Sunflower system.

· Implementation of real-time tracking for all government assets and supplies.

· Integration with existing financial and procurement systems where applicable.

· Provision of training for administrators and end-users.

3. Technical Requirements & Compliance The software must strictly adhere to the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS). Key requirements include:

· Inventory Management: Automated tracking of asset lifecycles, including procurement, receipt, maintenance, and disposal.

· Audit Trails: Comprehensive, tamper-evident audit logs for all transactions to meet federal requirements for accountability and transparency.

· Security & Data Protection: Compliance with federal security standards (e.g., NIST SP 800-53) to ensure protection of sensitive government data.

· Reporting: Robust reporting tools to generate federal-mandated inventory reports and KPI tracking.

· Interoperability: Ability to interface with standard government-grade APIs and data formats. Ability to interface with existing GT systems (Deltek Costpoint/Workday).

4. Deliverables

· Detailed Project Plan and Milestone Schedule.

· Data Migration Plan (from Sunflower/CGI).

· Fully functional Inventory Tracking Software.

· User Manuals and Technical Documentation.

· Final Acceptance Testing (UAT) Report.

5. Vendor Support and Maintenance

· The vendor must provide technical support according to defined Service Level Agreements (SLAs).

· Regular updates and security patches must be provided to ensure the system remains compliant with evolving federal regulations and standards.

6. Acceptance Criteria The system will be considered accepted once it successfully:

· Passes all functional requirements defined in the technical specifications.

· Completes data migration with verified accuracy from Sunflower.

· Undergoes a security audit confirming FAR/DFARS compliance.
