About this opportunity
The City of Phoenix Water Services Department is issuing Invitation for Bid (IFB-26-0213) for a five-year requirements contract commencing May 1, 2026, to supply GfG multi-gas monitors, repair services, and replacement parts and accessories for detecting hazardous atmospheres in confined spaces, sewer lines, vaults, and areas with high chlorine levels. The procurement encompasses 46 line items including monitors, sensors, chargers, docking stations, sampling pumps, probes, batteries, and calibration equipment, with pricing to be submitted as a percentage discount off the manufacturer's (GfG Instrumentation, Inc.) published list price. The solicitation includes repair services at hourly labor rates and extended warranty options for three detector models (G450, G460, and G999C) covering one to four-year periods, with repair costs capped at 60 percent of the unit's current replacement cost per occurrence without written City approval. All equipment must be new from the manufacturer, delivered FOB destination within normal business hours (6:00 a.m. to 2:00 p.m., Monday through Friday), and comply with IEC, CSA, and ANSI intrinsic safety certifications and OSHA standards. Mandatory training must be provided at the City's facility with at least ten technicians. A non-mandatory pre-offer conference is scheduled for February 26, 2026, at 10:00 a.m. via WebEx, written inquiries are due by March 4, 2026, at 2:00 p.m., and sealed offers must be submitted by March 12, 2026, at 2:00 p.m. The procurement officer is Matthew Melnik at (602) 534-6879 or matthew.melnik@phoenix.gov.
The City reserves the right to award by individual line items, group, all or none, or any other combination and may extend the contract for use by other Arizona municipalities and government agencies. Vendors must maintain minimum commercial general liability insurance of $2,000,000 general aggregate and $1,000,000 per occurrence, along with workers' compensation insurance with statutory limits, with certificates of insurance required within 14 days of award notification. Contractors must comply with extensive federal nondiscrimination requirements under Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, and other applicable statutes, as well as Disadvantaged Business Enterprise (DBE) requirements under 49 C.F.R. Part 26, including prompt payment to subcontractors within seven days of receipt of payment. All prices are firm and fixed for the initial contract year; thereafter, annual price increase requests require 60 days' written notice with supporting documentation, subject to sole City discretion for approval. The solicitation documents do not specify an overall contract value or budget range, indicating pricing will be determined through the competitive bidding process based on the City's percentage discount requirements and line-item pricing submissions.
