About this file

This is a Sensitive Security Information Acknowledgement Form issued by the City of Phoenix Aviation Department for use in connection with a five-year requirements contract for GfG multi-gas monitors, repair services, and replacement parts and accessories commencing May 1, 2026. The procurement encompasses 46 line items including monitors, sensors, chargers, docking stations, sampling pumps, probes, batteries, and calibration equipment designed for detecting hazardous atmospheres in confined spaces, sewer lines, vaults, and areas with high chlorine levels. A non-mandatory pre-offer conference is scheduled for February 26, 2026, at 10:00 a.m. via WebEx. Written inquiries are due by March 4, 2026, at 2:00 p.m., and sealed offers must be submitted by March 12, 2026, at 2:00 p.m. All equipment must be new from the manufacturer, delivered FOB destination within normal business hours (6:00 a.m. to 2:00 p.m., Monday through Friday), and mandatory training must be provided at the City's facility with at least ten technicians. The procurement officer is Matthew Melnik at (602) 534-6879 or matthew.melnik@phoenix.gov.

Pricing will be submitted as a percentage discount off GfG Instrumentation, Inc.'s published list price, with repair services billed at hourly labor rates and repair costs capped at 60 percent of the unit's current replacement cost per occurrence without written City approval. Extended warranty options are available for three detector models covering one to four-year periods. All prices are firm and fixed for the initial contract year; thereafter, annual price increase requests require 60 days' written notice with supporting documentation, subject to sole City discretion for approval. Vendors must maintain minimum commercial general liability insurance of $2,000,000 general aggregate and $1,000,000 per occurrence, along with workers' compensation insurance with statutory limits. All equipment must comply with IEC, CSA, and ANSI intrinsic safety certifications and OSHA standards. The City reserves the right to award by individual line items, group, all or none, or any other combination and may extend the contract for use by other Arizona municipalities and government agencies. Contractors must comply with federal nondiscrimination requirements and Disadvantaged Business Enterprise (DBE) requirements, including prompt payment to subcontractors within seven days of receipt of payment.
