About this opportunity

El Paso County Hospital District, operating as University Medical Center of El Paso, issued a Request for Proposals on April 13, 2026, to procure a Construction Manager at Risk to provide preconstruction services for the West Emergency Department project located on the west side of El Paso, Texas. The selected firm will deliver preconstruction services including cost estimating, constructability review, phasing analysis, procurement planning, value analysis, schedule development, and Guaranteed Maximum Price development through the design phase. The project scope encompasses construction of a new approximately 10,000 square foot Emergency Department with treatment, triage, and urgent care functions, along with completion of an existing temporary gravel parking area into permanent patient parking. Key deliverables include detailed pricing components with lump sum preconstruction services fees, construction phase fees, general conditions pricing, staffing plans, and comprehensive proposals addressing occupied facility operations, infection control measures, and phased coordination. Proposers must submit complete bid packages by May 29, 2026 at 2:00 p.m. Mountain Time, with public opening at 2:30 p.m. the same day, accompanied by a 5% bid bond or certified check. Mandatory pre-submittal meetings are scheduled for April 22, 2026 at 1:00 p.m. MT, with written questions due by May 8, 2026 at 2:00 p.m. MT. Evaluation criteria include firm qualifications and relevant project experience (20%), project team and staffing plan (25%), technical approach and project execution strategy (15%), proposed schedule (10%), and approach to develop concept budget and general conditions (30%). Short list presentations or interviews, if required, are scheduled for June 11, 2026, with final evaluation estimated to take three to six weeks.

While no specific set-aside designations for disadvantaged enterprises are identified in the RFP documents, the selected Construction Manager at Risk must comply with all prevailing wage rate requirements adopted by the El Paso County Hospital District Board of Managers on June 13, 2017, and submit monthly certified payroll records demonstrating compliance. All work is exempt from state sales tax, and the selected firm must furnish 100% Payment and Performance Bonds upon contract award. The project is funded through the Owner's bond-financed capital program as part of the 2025 General Obligation Bond Implementation Program, though the RFP explicitly states the Owner makes no commitment to award subsequent construction phase services beyond the preconstruction engagement. Proposers must acknowledge receipt of all addenda, submit required certifications including non-collusion affidavits, conflict of interest disclosures, and debarment/suspension certifications, and maintain accurate records addressing the unique operational constraints of performing work within an occupied healthcare facility. No incumbent vendor or existing contractor is identified in the solicitation materials. While specific budget or award value ranges are not disclosed in the available documentation, proposers must provide detailed cost proposals reflecting all preconstruction services required and assumptions related to occupied facility operations, including after-hours work, temporary barriers, infection control measures, and phased turnover coordination.
