About this file
This is a preliminary site constraints and phasing assumptions document for the West Emergency Department project managed by El Paso County Hospital District, doing business as University Medical Center of El Paso, located in El Paso, Texas. The document outlines critical operational considerations for the Construction Manager at Risk (CMAR) selected to provide preconstruction services and potential construction phase services for a new approximately 10,000 square foot Emergency Department with treatment, triage, and urgent care functions, along with completion of a temporary gravel parking area into permanent patient parking. The project site operates as an occupied ambulatory clinic requiring continuous operations during construction, except for Owner-approved disruptions or shutdowns. The selected CMAR is expected to collaborate with the Owner and design team during preconstruction to develop and refine site logistics, access planning, infection control measures, interim life safety measures, staging, and phasing. The document emphasizes that proposers should base their proposals on preliminary assumptions with the understanding that final logistics and phasing plans will be developed post-award in coordination with the Owner and design team.
Key constraints and assumptions include maintaining active clinic operations during construction with potentially restricted work hours requiring coordination for after-hours, weekend, or off-hour activities for disruptive work. Access routes for workers, deliveries, debris removal, and staging will be limited and require Owner coordination. Proposers must address the management of noise, vibration, dust, odors, and utility interruptions to minimize disruption to clinic operations and patient care areas, as well as implement infection control procedures and barriers based on work nature and location in accordance with Owner requirements and applicable standards. Proposers are required to identify their assumptions regarding staging, access, temporary protections, temporary utilities, shutdowns, and phasing in their proposals. The project is funded through El Paso County Hospital District's bond-funded capital program, and the Owner makes no commitment through this solicitation to award construction phase services beyond the preconstruction services contract.

EXHIBIT E
WEST EMERGENCY DEPARTMENT: PRELIMINARY SITE CONSTRAINTS AND PHASING ASSUMPTIONS FOR OCCUPIED CLINIC OPERATIONS (FOR PROPOSAL PURPOSES) The Project site is an occupied ambulatory clinic and continuous clinic operations are expected to remain active during construction, except for specific disruptions or shutdowns approved by Owner in advance. Owner has not developed a final site logistics plan or final phasing plan as of the date of this RFP. The selected CMAR will be expected to collaborate with Owner and the design team during preconstruction to develop and refine site logistics, access planning, infection control measures, interim life safety measures (if required), staging, and phasing.

Image provided for preliminary logistics and phasing context only. Proposers shall rely on the Owner issued information for detailed scope interpretation and proposal assumptions. Final logistics and phasing will be developed post award with Owner and design team.
Proposers shall base their proposals on the following preliminary assumptions, unless otherwise noted in their proposal:
Clinic operations shall remain active during construction except for planned and Owner approved shutdowns or temporary interruptions.
Work may need to be phased to maintain patient access, staff circulation, and continuity of clinical operations.
Work hours may be restricted and may require coordination for after-hours, weekend, or off hour activities for disruptive work.
Access routes for workers, deliveries, debris removal, and staging may be limited and will require coordination with Owner.
Noise, vibration, dust, odors, and utility interruptions shall be managed to minimize disruption to clinic operations and patient care areas.
Infection control procedures and barriers may be required based on the nature and location of the work and will be coordinated with Owner requirements and applicable standards.
Infection control risk assessment and interim life safety measures may be required and shall be coordinated with Owner protocols and clinic leadership.
Proposer shall identify assumptions used for staging, access, temporary protections, temporary utilities, shutdowns, and phasing in its proposal.
Final site logistics and phasing requirements will be developed post award in coordination with Owner and the design team.
