About this file
This is a Construction Manager at Risk (CMAR) fee proposal form for the West Emergency Department project on behalf of El Paso County Hospital District d/b/a University Medical Center of El Paso in El Paso, Texas. The proposal solicitation seeks a CMAR to provide preconstruction services including cost estimating, constructability review, phasing analysis, procurement planning, value analysis, schedule development, and Guaranteed Maximum Price development support through the design milestone. The project encompasses a new approximately 10,000 square foot Emergency Department with treatment, triage, and urgent care functions, plus completion of an existing temporary gravel parking area into permanent patient parking on the west side of El Paso. The project is funded through the owner's bond-funded capital program, and while the solicitation advances the preconstruction phase engagement, no commitment is made to award subsequent construction phase services. Construction activities will impact occupied clinic environments, requiring detailed coordination, phasing, and infection prevention and control measures with UMC representatives.
Proposers must submit detailed pricing components including a lump sum preconstruction services fee, a construction phase fee (stated as percentage, lump sum, or both), general conditions pricing (either as lump sum or rates with staffing assumptions), key staffing and field support assumptions, applicable markups for self-performed work and subcontractor work on change orders and allowances, payment and performance bond rates, self-performed work descriptions, and specific pricing assumptions related to occupied facility operations such as after-hours work, temporary barriers, infection control measures, and phased turnover. Proposers must also clearly identify any exclusions, qualifications, and clarifications to their fee proposals. The form requires completion and submission with the proposal package, with all pricing to reflect the scope of work described in the solicitation and contract documents, including all costs necessary to perform requested services except as expressly stated in the proposer's assumptions, clarifications, and exclusions.
