About this opportunity

The State of Utah Division of Purchasing is requesting proposals for bulk gasoline and diesel fuel supply under a statewide cooperative contract with proposals due September 25, 2026. The RFP may result in multiple awards based on vendors meeting both a technical score threshold and a total score threshold. Vendors must guarantee pricing for 12 months, and the contract term is 5 years with zero administrative fee.

Eligible users include State of Utah departments and agencies, political subdivisions, colleges, school districts, counties, cities, and authorized nonprofit and federal entities. Vendors must provide at least one fuel category—gasoline, non-ethanol gasoline, diesel #1, or diesel #2—in at least one Utah county. All fuel products must meet current ASTM specifications, with gasoline at minimum anti-knock index 87 and diesel meeting specified low-temperature requirements.

Pricing is based on the OPIS Unbranded Gross Rack Average published for the designated terminal on the delivery date, with contractor markup and freight rates firm throughout the 12-month guarantee period. After 12 months, contractors may request price adjustments with at least 30 days' notice and supporting market analysis, provided the new margin does not exceed original contract pricing. Order confirmation must occur within one business day of receipt, with deliveries completed by the following business day unless otherwise requested. All deliveries are F.O.B. Destination Freight Prepaid and Allowed, with the contractor responsible for transportation costs and liability until final acceptance.

Technical evaluation spans three sections: Experience and Qualifications (250 points), Quality Control (250 points), and Ordering and Delivery (200 points), totaling 700 possible points. Vendors must achieve a minimum technical score of 455 points to advance to cost evaluation. Contractors must submit quarterly utilization reports, maintain commercial general liability insurance of no less than $1 million per occurrence and $3 million aggregate, and comply with all federal and state employment regulations, E-Verify requirements, and restrictions on forced labor products and restricted foreign entities. The current cooperative contracts generate approximately $20 million in annual usage.
