About this file

This is a Technical Criteria Attachment for an RFP issued by the State of Utah Division of Purchasing for bulk gasoline and diesel fuel supply services on a statewide basis. The RFP seeks qualified vendors to provide fuel delivery across multiple sites throughout Utah under a five-year contract term. The procurement may result in multiple awards based on vendors meeting technical score thresholds and total score requirements. Vendors must guarantee pricing for a 12-month period, with an administrative fee of 0%. The technical evaluation is structured across three sections: Experience and Qualifications (250 points), Quality Control (250 points), and Ordering and Delivery (200 points), for a total of 700 possible points. Vendors must achieve a minimum technical score of 455 points to advance to the cost evaluation stage.

The technical evaluation focuses on vendors' capabilities in managing government and municipal bulk fuel contracts, delivery logistics networks, emergency response and supply continuity planning, staff training and certifications, quality control processes, product purity assurance, spillage and delivery error protocols, winter fuel blending strategies, ordering and delivery capabilities, and after-hours operational availability. Vendors must provide clear, concise responses to evaluation questions in the specified format, with responses clearly indicating question numbers. Promotional materials, unsolicited information, and internet links are not permitted unless specifically requested. Pricing information must not be included in technical responses. The evaluation committee will assign scores to each section, with average scores from all evaluators determining the vendor's technical score for advancement in the procurement process.

Technical Criteria Attachment D BW26-3: Gasoline and Diesel Fuel

PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.

EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.

Possible technical evaluation points: 700 Minimum technical evaluation points to advance to the cost evaluation stage: 455

VENDOR INSTRUCTIONS:

1. Vendors must provide clear and concise responses to the questions below. Vendors should use the format provided and save it with their company name in the title of the file (e.g. “ABC Company – Attachment D”); however, if this is not possible, the vendor may provide responses in any format as long each response clearly indicates the question # and its respective response. Failure to use this form may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.

2. Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated. Internet links will also not be accepted unless they are specifically asked for.

3. Do not include any pricing information in any response to these questions.

4. Vendors who had or have a State of Utah contract should not assume any preferential treatment. All proposals will be evaluated equally.
