About this file

This is a scoresheet document associated with an RFP issued by the State of Utah Division of Purchasing for a statewide gasoline and diesel fuel supply contract. The procurement seeks bulk fuel supply services with a contract term of five years. The RFP methodology allows for multiple awards based on bidders meeting both a technical score threshold and a total score threshold, indicating that evaluation criteria are weighted across technical capabilities and overall proposal quality. Vendors must guarantee pricing for a 12-month period, and the contract carries no administrative fee.

The scoresheet serves as the evaluation instrument for assessing competing bids against established criteria to determine contract awards. Pricing terms are structured such that vendors provide fixed rates for the initial 12-month guarantee period, after which pricing adjustments may be negotiated. The procurement structure supports multiple concurrent awards, allowing the state to establish relationships with multiple qualified fuel suppliers. No set-asides, incumbent protections, or specialized funding requirements are noted in the opportunity description, indicating this is an open competition available to all qualified vendors capable of delivering bulk gasoline and diesel fuel supplies across the state.
