About this opportunity
The Oregon Military Department is requesting bids on the FY26 Basewide Pavement Bundle, a pavement repair and maintenance project at Portland Air National Guard Base, with bids due July 14, 2026, at 1:30 p.m. Pacific Time and a mandatory pre-bid conference on June 30, 2026, at 9:00 a.m. Pacific Time at Building 140 — bidders arriving after the conference start time will be deemed nonresponsive.
The scope includes crack sealing, fog sealing, patching and repair, pavement markings, and mill and overlay work at the East and West Aprons. Priority 1 work encompasses full-depth repair of 23,000 to 25,000 square feet; Priority 2 includes crack seal work totaling 20,000 square feet.
All contractors and first-tier subcontractors must hold Oregon Construction Contractors Board licenses prior to bidding and work commencement. First-tier subcontractor disclosure is required for subcontracts valued at five percent of the project bid (minimum $15,000) or $350,000 regardless of percentage. The project is subject to Oregon prevailing wage rates for Multnomah County, BOLI Region Two, under ORS 279C.800 through 279C.870. The contract will incorporate compliance with outreach, recruitment, and retention requirements for women, minorities, and veterans.
The project is estimated at $20,000 for bonding purposes. Bid security equal to ten percent of the total bid amount must accompany the offer. Project start is anticipated 30 calendar days from Notice to Proceed, with substantial completion required within 300 calendar days and final completion within 330 calendar days. No liquidated damages will apply. Award is contingent upon Oregon Military Department receipt of sufficient funding from combined state and federal sources. The contract will be awarded to the responsible bidder submitting the lowest responsive base bid.
