About this file

This RFI Responses document addresses bidder questions regarding the FY26 Basewide Pavement Bundle project being procured by the Oregon Military Department for the Portland Air National Guard Base. The project involves pavement repair and maintenance services including crack sealing (5,000 linear feet), fog sealing (2,000 square feet), patch and repair work (500 square feet), pavement markings (1,000 linear feet), and mill and overlay work (500 square feet), with mobilization required as a single lump sum item. A mandatory pre-bid conference is scheduled for June 30, 2026, at 9:00 a.m. Pacific Time at Building 140, with bidders arriving after the start time deemed nonresponsive. Sealed bids are due July 14, 2026, at 1:30 p.m. Pacific Time. Project start is anticipated 30 calendar days from Notice to Proceed, with substantial completion required within 300 calendar days and final completion within 330 calendar days. Award will be made to the responsible bidder submitting the lowest responsive base bid.

Contractors and first-tier subcontractors must hold Oregon Construction Contractors Board licenses prior to bidding. Bid security equal to ten percent of the total bid amount must accompany the offer, with the project estimated at $20,000 for bonding purposes. The project is subject to Oregon prevailing wage rates for Multnomoh County, BOLI Region Two. Auto Liability insurance coverage of $1,000,000 Combined Single Limit is required. First-tier subcontractor disclosure is mandatory for subcontracts valued at five percent of the project bid (minimum $15,000) or $350,000 regardless of percentage. The contract incorporates compliance with outreach, recruitment, and retention requirements for women, minorities, and veterans. Award is contingent upon the Oregon Military Department's receipt of sufficient funding from combined state and federal sources. No liquidated damages will apply.
