About this opportunity

The City of Douglas, Georgia issued a sealed-bid solicitation for the Pocket Park Phase II improvement and rehabilitation project with bids due April 24, 2023, but the solicitation closed with no responsive bids and will be re-bid at a later date.

The scope encompassed furnishing all labor, tools, equipment, and materials to improve Pocket Park through installation of brick planters, pavers, concrete sidewalks, and landscaping in accordance with project specifications and plans. Work was required to be completed within 90 consecutive calendar days from notice to proceed, with a deadline of August 7, 2023.

Bids were to be received at two locations: the City of Douglas Purchasing Department at 123 West Cherry Street until 2:00 PM local time, or the Mayor and Commissioner's Conference Room at City Hall, 302 South Madison Avenue until 2:30 PM local time on April 24. Public opening and reading occurred at 2:30 PM the same day. Bids required a certified check or Bid Bond equal to at least 5 percent of the lump sum bid amount, payable to the City of Douglas. The successful bidder was required to provide Performance Bonds and Payment Bonds each equal to 100 percent of the contract amount prior to contract execution. Bid bond funds would be forfeited if the selected bidder failed to execute the contract and provide required bonds within 10 days of notification.

Bid documents, specifications, and contract documents were available from Lancore Engineering, P.C. at 600 Ashley Street West, Douglas, Georgia 31533 (telephone 912-384-8400) for $300.00 per hard copy set or $200.00 per digital PDF set with no refunds for returned documents. Bids could not be withdrawn for 60 days following opening. The City reserved the right to select the lowest responsible and responsive bidder, reject any or all bids, waive informalities, and negotiate with the apparent low bidder if the bid exceeded budgeted funds, potentially including scope modifications.
