About this opportunity
Paragraph 1:
The Illinois Department of Public Health (IDPH) is seeking to procure a multi-year contract for a State Perinatal Reporting System to monitor the quality of care provided to perinatal patients in Illinois. The selected vendor will be responsible for developing, launching, and maintaining a web-based management information system that can collect and organize data from hospitals within IDPH's regionalized perinatal network system and Administrative Perinatal Centers (APCs). The system must have the flexibility to adapt to changes in client service volumes, the addition of new hospitals, and changes in reporting requirements. The initial contract term is four years, with two optional three-year renewals. Vendors must demonstrate experience in developing customizable off-the-shelf (COTS) systems that translate client medical services into a reporting format and have successfully implemented at least three COTS systems within the United States that have been in full operation for at least two years. Responses are due by December 19, 2022.
Paragraph 2:
The solicitation does not contain any small business, minority, women, or veteran-owned business set-aside requirements, but it does include criteria for evaluating a vendor's commitment to diversity. Pricing will be evaluated independently from the technical and commitment to diversity components. The procurement will only accept electronic submissions through the state's BidBuy portal, and paper responses will not be accepted in accordance with a recent Chief Procurement Office notice. The total contract value or budget range is not provided in the available materials.
