About this opportunity
Fort Valley State University, a state institution within the University System of Georgia located in Fort Valley, Georgia (within Troup County), is procuring sealed bid services for the replacement of boilers and associated heating systems in three campus buildings: the Horace Mann Bond Building, Troup Administration Building, and Peabody Trades Building, as designated project FVSUB 102025 Bond. The scope of work includes demolition of existing gas-fired boilers, water heaters, and expansion tanks, along with installation of new condensing hot water boilers with capacities ranging from 999 to 1,250 MBH input, heating water pumps with variable frequency drives, air separators, expansion tanks, unit heaters, new gas piping connections, electrical power distribution, and building automation system upgrades to support the new equipment. The project requires comprehensive coordination of mechanical, plumbing, and electrical work while maintaining protection of existing systems in occupied buildings and includes temporary space conditioning during construction. Bids must be physically delivered to FVSU Wilson Roberts Building Conference Room, 1 Toomer Circle, Fort Valley, Georgia 31030 by 2:00 PM on December 9, 2025 (revised from December 4, 2025), with public opening and announcement at that location and time. A mandatory pre-bid conference was held on November 13, 2025 at 10:00 AM at the same location; attendance was required for any contractor intending to bid. Bidding documents are available from the Design Professional, NBP Engineers, Inc., at (478) 745-1691, or via email to sholloway@nbpengineers.com or emoore@nbpengineers.com. The contract will be awarded to the lowest responsive and responsible bidder on a lump-sum basis, with the selected contractor required to achieve material completion within 270 consecutive calendar days from the Proceed Order Date. Evaluation criteria for bidder responsibility include lack of debarment status, absence of prior termination for cause on public works contracts, demonstrated cash flow with a Current Ratio of 1.0 or higher, Workers' Compensation Experience Modification Rate (EMR) not exceeding an average of 1.2 over three years, and past work demonstrating ability to complete similar projects within established time, quality, and cost parameters.
This sealed bid procurement has no specific set-aside designations for disadvantaged enterprises, though Georgia products and labor are preferred but not required. Bidders must be among six pre-approved contractors to submit qualifications: Copper Construction, Greene and Associates, Hamlin Air, JM Clayton, Kent Mechanical, and United Boiler, with Kent Mechanical identified as the apparent successful offeror with a contract award amount of $645,100. All bids must include a Bid Bond of not less than five percent of the bid amount, with both Performance and Payment Bonds required at 100 percent of the Contract Sum prior to contract execution; additionally, bids must be accompanied by the Statement of Bidder's Qualifications and sworn certifications regarding compliance with Georgia Security and Immigration Compliance Act requirements. Contractors must maintain Workers' Compensation and Employers' Liability Insurance with minimum coverage limits of $1,000,000 and comply with all Georgia state codes and standards. The project incorporates existing building automation systems requiring integration with new direct digital control (DDC) panels, pressure sensors, flow monitoring stations, and temperature controls, and contractors must coordinate with occupied building areas and comply with environmental, safety, and quality standards. Liquidated damages are specified for failure to achieve material completion by the established date, and the Owner reserves the right to reject all bids, waive technicalities and informalities, and negotiate with the lowest responsive and responsible bidder if all bids exceed the budget; one deductive alternate for omission of boiler and water heater replacement in the Bond Building is identified. Bids are irrevocable for 35 days following the opening date.
