About this opportunity

The Oregon Business Development Department (Business Oregon) is seeking proposals for Furthering Fair Housing Activities in 2024 through a competitive Request for Proposal (RFP) process. The agency, administering the State Community Development Block Grant (CDBG) Program on behalf of HUD, aims to address fair housing deficiencies identified in its 2021-2025 Analysis of Impediments (AI). Qualified agencies, nonprofits, and community organizations are invited to submit comprehensive proposals that include a detailed project plan, qualifications, racial equity approach, key personnel descriptions, work samples, and pricing. Evaluation criteria will focus on the project plan's quality, organizational qualifications, racial equity focus, and overall pricing. The proposal must outline strategies to further fair housing goals, with specific attention to addressing systemic housing inequities. Proposals are due on June 7, 2024, at 2:00 PM Pacific Time, with an anticipated contract award for a 12-month term.

The RFP strongly encourages participation from certified small, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers must complete a Certified Disadvantaged Business Outreach Plan, detailing their strategy for engaging certified disadvantaged businesses in potential subcontracting opportunities. The contract has a maximum budget of $139,000 for the entire contract period. Successful contractors will be required to submit quarterly reports and supporting invoices, demonstrating ongoing compliance and progress toward fair housing objectives. The proposal requires proposers to provide comprehensive information about their organizational capacity, including financial resources, previous contract performance, legal standing, and personnel expertise. Additionally, proposers with 50 or more full-time workers and a contract exceeding $500,000 must possess a current Pay Equity Certificate. The contract will prioritize organizations that can demonstrate a robust commitment to diversity, equity, and inclusion in their approach to fair housing activities.
