About this file

This is a Request for Proposal (RFP) issued by the Oregon Department of Transportation (ODOT) for Mobile Crane Training Services. ODOT seeks one contractor to provide preparatory training classes and national certification examinations through the National Commission for the Certification of Crane Operators (CCO) for experienced mobile crane operators in various locations throughout Oregon. The RFP encompasses two levels of training: national certification and recertification for ODOT personnel involved in construction activities, and qualification and requalification training for ODOT personnel performing maintenance work. The training must include comprehensive curriculum covering crane types, component characteristics, transporting, erecting, and dismantling procedures, along with reference materials containing operator checklists, daily inspection logs, machine conditioning requirements, capacity specifications, and safe operating practices. Proposals are due by the Bid Opening Date specified in OregonBuys, with estimated Notice of Intent to Award issuance approximately three weeks following the opening date. The initial contract term is anticipated to be five years with options to renew up to a cumulative maximum of 10 years. A pre-proposal conference will not be held for this solicitation.

Proposers must be registered vendors in OregonBuys and demonstrate a minimum of 10 years of experience providing the described services. Instructors must be fluent in English with a minimum of two years of training experience in Mobile Crane Operator Services within the last five years, and proctors performing practical examinations must be CCO-certified. Proposals are limited to 35 pages and must include a Proposer Information and Certification Sheet, Disclosure Exemption Certification if applicable, Price Proposal Form, Training Proposal, and three Reference Check Forms. Evaluation will be based on 185 total points distributed across Proposer's General Qualifications (45 points), Instructor Qualifications (50 points), Course Content (35 points), and Price (55 points). Oregon Supplies and Services preferences will apply a 10% price reduction for proposers offering all services performed entirely in Oregon, and reciprocal preferences will be applied to out-of-state proposers. Agency reserves the right to reject any proposals, cancel the RFP, or conduct additional rounds of competition. No guarantee of specific purchase amounts under the Price Agreement is provided, and Agency may conduct separate solicitations for similar services using any legally permitted method.
