About this file

This document is a Statement of Work (SOW) for mobile crane operator training services issued by the Oregon Department of Transportation (ODOT). The SOW outlines comprehensive training services designed to prepare experienced crane operators for national certification and qualification exams. The contractor shall develop and conduct eight distinct training tasks: mobile crane operation and safety certification classes for construction activities, re-certification classes for construction activities, qualification classes for maintenance activities, re-certification classes for maintenance activities, demonstrated skills re-tests, signal person qualification classes, rigging qualification classes, and train-the-trainer certification classes for rigging and signaling. All training classes will be conducted statewide at locations determined by ODOT, targeting operators of mobile cranes with lifting capacities greater than 2 tons but less than 50 tons. The training must address multiple crane types including telescopic mobile cranes, articulating boom cranes, digger derricks, and service truck cranes, and must comply with all applicable state and federal regulations.

The contractor is responsible for developing comprehensive training curricula, instructor guides, participant workbooks, pre-testing and post-testing materials, audio-visual aids, laptop computers capable of administering online exams, and all hands-on evaluation materials. ODOT will provide classroom facilities, audio-visual equipment, participants, mobile cranes, man baskets, and safe areas for training and practical examinations. The contractor must submit documentation to accrediting agencies to ensure participants receive national accreditation with certification cards, and must provide ODOT with participant rosters, test scores, hands-on verification forms, and written documentation of any certification failures for maintenance training. All training materials must meet specified standards including minimum 65-pound cover stock, 20-pound printed material, 12-point fonts, and approved binding methods. The contract requires the contractor to conduct needs assessments, evaluate classes statewide, and correct any errors or deficiencies in deliverables at no additional cost to ODOT.
