About this opportunity
The County of Sacramento is soliciting bids for the purchase of parts on an as-needed basis for automotive and truck gasoline, diesel, propane, and CNG fueling stations and dispensers, as well as electric vehicle charging stations through Request for Bid (RFB) 2026-RFB-0034. This solicitation explicitly excludes labor, installation, repairs, maintenance, parts vending machines, and supplier-managed inventory solutions. Bidders must submit pricing as percentage discounts, markups, or list prices applied to manufacturer's list prices for 17 categories of parts from manufacturers including CIM-TEK, Bennett, OPW Products, Veeder-Root, and Wayne Fueling Systems. All parts must be new and unused, delivered FOB Destination with freight prepaid and included, and bidders may not impose fuel surcharges or tariff charges during the contract term. The County intends to award contracts to one or more successful bidders for an initial 12-month term, with options to extend for up to four additional one-year terms by mutual agreement, though the County does not guarantee any specific dollar amount or volume of purchases. The question submission deadline is April 23, 2026, responses are due May 6, 2026, at 3:00 p.m., and award is scheduled for May 25, 2026. Bidders must comply with County standard terms and conditions, including indemnification, insurance requirements, child support compliance, non-collusion affidavits, and various certifications, with delivery required within 30 days of request or as otherwise agreed.
The RFB is part of the Sacramento County Procurement Alliance (SCoPA), a cooperative purchasing agreement that allows governmental, educational, and non-profit entities to participate in any awarded contract at the same terms and pricing, though cooperative use is not guaranteed. Bidders claiming local vendor preference (5%) or micro-business preference (2%) must meet specific qualifications related to Sacramento County business location, inventory, licensing, and establishment history. Contractors must warrant that all goods will be free from defects in material and workmanship for 90 days or the manufacturer's warranty, whichever is greater, and must maintain comprehensive insurance coverage including General Liability ($2,000,000 occurrence limit), Commercial Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), and Professional Liability or Errors and Omissions ($2,000,000) if applicable. The cumulative maximum contract value is $75,000, with no guaranteed minimum purchase quantities. Percentage discounts or markups must remain firm throughout the initial 12-month term, and any price adjustments requiring substantiation from manufacturers or government agencies must be submitted in writing at least 30 days prior to the contract anniversary date with no retroactive price changes permitted. The County reserves the right to award by individual line items or on an all-or-none basis, terminate the contract without cause upon 30 days written notice or immediately for cause with 30 days to cure, and reject any or all responses.
