About this opportunity

The Hillsborough County Board of County Commissioners is seeking competitive sealed bids for ongoing and as-needed automated and non-automated fuel site maintenance, repair, and parts supply services through Invitation to Bid (ITB-26-00147). The scope of work encompasses comprehensive maintenance, repair, testing, and parts procurement for all fuel system components and related hardware at 24 County-owned fuel sites throughout Hillsborough County, including five fleet central/unit facilities, one transfer station, and 17 fire stations distributed across the region. Services include preventive maintenance, corrective repairs, emergency repairs, tank cleaning, fuel cleaning, regulatory compliance testing, and parts supply for above-ground diesel and gasoline fuel storage tanks, dispensers, pumps, nozzles, hoses, valves, leak detection systems, and automated monitoring systems such as FuelMaster, Veeder-Root, SCADA, and Pneumercator. Qualified contractors must maintain specific licenses and certifications including a Pollution Storage Contractor License, Meter Mechanic License, and manufacturer certifications from FuelMaster, Veeder-Root, Bennett, Gasboy, Gilbarco, Pneumercator, and EVO providers; operate a physical business presence within Central Florida with sufficient personnel and equipment to respond to service requests during business hours (Monday-Friday, 7:00 AM-4:00 PM EST) and emergency requests within three hours; and meet performance standards requiring response to non-emergency service requests within one business day, completion of repairs within five business days, and capacity to handle up to four simultaneous service calls. Mandatory site visits are scheduled for February 10, 11, 17, and 18, 2026, at four County fuel site locations in Tampa and Lithia, with attendance required within the first 30 minutes to qualify as a bidder. Sealed bids must be submitted electronically through the County's Euna Procurement system by March 12, 2026, at 2:00 PM Eastern Time, and award will be made to the lowest responsive and responsible bidder based on a comprehensive evaluation of technical qualifications, cost, and compliance with all contract requirements including insurance coverage, E-Verify compliance, and warranty provisions.

This procurement carries an estimated project value of $1,595,393.00 for the three-year contract period, with a $420,000.00 allowance designated for parts, services, miscellaneous shop supplies, and environmental fees. Award will be made to a single bidder for all line items, and this is a non-exclusive contract available to all members of the Hillsborough County Governmental Purchasing Council, with no specific set-aside designations or restrictions mentioned in the procurement documents. The successful contractor must maintain comprehensive insurance coverage including Commercial General Liability ($500,000 to $2,000,000), Automobile Liability ($300,000 to $1,000,000), Workers' Compensation and Employers' Liability ($100,000 to $1,000,000), Professional Liability ($1,000,000), and Cyber Liability ($1,000,000), with Hillsborough County named as an additional insured on all applicable policies. Contractors must comply with drug-free workplace certification requirements under Florida Statute 287.087, complete a Substitute W-9 form for tax reporting purposes, and establish direct deposit authorization for payment processing. The contract requires one-year manufacturer warranties on parts and one-year labor warranties, and all contractors must demonstrate full compliance with federal, state, and local environmental and regulatory requirements applicable to fuel storage and handling operations.
