About this opportunity

Santa Rosa County, Florida is seeking sealed bids for Fuel Services through Invitation to Bid (ITB) #24-052, soliciting a qualified vendor to supply and deliver motor fuels for county operations. The procurement targets approximately 250,000 gallons of unleaded regular gasoline and 300,000 gallons of un-dyed Ultra Low Sulfur Diesel to be delivered to three county locations in Milton, Jay, and Navarre. Pricing will be dynamically determined using the daily average price at the Pensacola Terminal as reported by the Oil Price Information Service (OPIS), with a firm markup or discount that includes vendor profit and delivery costs. Electronic bid responses are due by 10:00 a.m. on October 10, 2024, via the county's e-Procurement Portal, with a strict deadline for bidder inquiries set at 12:00 p.m. on October 3, 2024. The contract will be for one year with options to renew for up to two additional years, and evaluation will be based on the firm markup/discount to the OPIS daily price, with delivery requirements specifying transport between 7:00 a.m. and 4:00 p.m., Monday through Thursday, and within two working days of order placement or 24 hours in emergency situations.

The county actively encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises, with no discrimination in contract administration based on race, color, religion, national origin, disability, sex, or age. The Board of County Commissioners reserves the right to waive bid irregularities, reject any or all bids with or without cause, and select the bid deemed most advantageous to Santa Rosa County. While no specific incumbent vendor is highlighted, the draft contract indicates comprehensive requirements for the successful bidder, including maintenance of insurance, provision of "Best Customer" status, and adherence to detailed invoicing and record-keeping protocols. The estimated annual purchase quantities suggest a potential contract value ranging between $750,000 to $1,000,000, depending on prevailing fuel prices. Contractors must also comply with specific technical fuel specifications, including anti-knock index, sulphur content, and cetane number, with fuel subject to periodic testing to ensure quality and compliance.
