The county intends to contract for approximately 250,000 gallons of unleaded regular gasoline and 300,000 gallons of un-dyed Ultra Low Sulfur Diesel for delivery to three county locations in Milton, Jay, and Navarre. The contract will be for one year with options to renew for up to two additional years, with electronic bid responses due by 10:00 a.m. on October 10, 2024, and all inquiries to be submitted via the county's e-Procurement Portal by 12:00 p.m. on October 3, 2024.
Pricing will be based on the daily average price for fuel at the Pensacola Terminal as reported by the Oil Price Information Service (OPIS), with a firm markup or discount that includes the vendor's profit and delivery costs. The markup/discount shall remain constant throughout the contract term, with fuel taxes to be excluded from calculations and all transportation and delivery charges included in the bid price. The county will evaluate bids based on the firm markup/discount to the OPIS daily price, with discounts considered as negative add-ons. Delivery requirements include transport truck and tank wagon quantities, with all deliveries to be made between 7:00 a.m. and 4:00 p.m., Monday through Thursday, and within two working days of order placement or 24 hours in emergency situations.
