About this opportunity
The University of Wyoming is seeking bids for a comprehensive fuel supply contract through Invitation for Bid (IFB) JRB-2025-34, targeting multiple campus locations in Laramie, Wyoming. The procurement involves supplying unleaded gasoline (10% ethanol) and diesel fuel for Fleet Services, Transportation Services, Central Energy Plant, and LREC Stock Farm. Specific fuel requirements include 2,200 gallons of no-lead 10% ethanol fuel, 620 gallons of red diesel at Fleet Services, 1,800 gallons of no-lead 10% ethanol, and 1,050 gallons of red diesel at Transportation Services. Fuel must meet stringent quality specifications, with diesel specified as CARB Ultra low sulfur and gasoline as 10% ethanol. The bid submission deadline is July 31, 2025, at 3:00 p.m. Mountain Time, with electronic submissions exclusively accepted through the BidNet platform. Bidders must complete and upload all required documentation, understanding that incomplete or late submissions will be automatically disqualified. The university emphasizes sustainability and will evaluate bids on an all-or-nothing basis, requiring full delivery capabilities across all specified locations.
The procurement offers a 5% preference for Wyoming resident suppliers, potentially advantaging local businesses. Payment terms are set at Net 45, with a total contract value not exceeding $500,000.00. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the documentation. The bid is open to fuel suppliers capable of meeting the comprehensive delivery requirements across multiple university sites, with delivery estimated to begin as soon as possible and Fleet Services anticipating weekly fuel deliveries. Successful bidders must demonstrate the ability to provide consistent, high-quality fuel products that meet the university's technical specifications and sustainability standards. The contract appears to be competitively bid, with no indication of an incumbent vendor being automatically preferred. Potential respondents should carefully review the technical requirements, ensure complete electronic submission through BidNet, and prepare to meet the university's comprehensive fuel supply needs across various campus locations.
