About this opportunity

The University of Wyoming is seeking bids for a fuel supply contract through an Invitation for Bid (IFB Number CZ-2025-12) for Fleet Services and University Energy Production located in Laramie, Wyoming. The procurement covers multiple fuel types, specifically No Lead 10% Ethanol gasoline and #2 Red Diesel, with delivery quantities ranging from 0 to 2,450 gallons across various university facilities. Suppliers must submit electronic bids through the BidNet platform by 3:00 p.m. Mountain Time on September 25, 2025, with strict requirements for fuel quality specifications, including CARB Ultra low sulfur diesel and 10% Ethanol unleaded gasoline. Deliveries will be on an on-call, as-needed basis, with Fleet Services anticipating weekly delivery schedules. The university will award the contract on an all-or-nothing basis, with suppliers required to complete a detailed bid pricing table, provide export compliance information, and submit an executed services agreement. Evaluation criteria include compliance with equal employment opportunity regulations, export control requirements, and a 5% preference for Wyoming resident suppliers.

The contract will run from the start date through June 30, 2026, with a maximum contract value of $500,000 and payment terms of Net 45. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the university emphasizes sustainability practices and provides a preference for local Wyoming suppliers. The bid requires comprehensive compliance with various regulatory standards, including export control and equal employment opportunity guidelines. Potential bidders must demonstrate the capability to meet the university's precise fuel delivery specifications and quality requirements. The procurement process is designed to select a fuel supplier that can consistently meet the university's operational needs across multiple facilities, with an emphasis on reliability, quality, and local economic support. Suppliers should be prepared to provide detailed documentation, including pricing structures, compliance certifications, and evidence of their ability to meet the university's stringent fuel supply requirements.
