About this opportunity
The Savannah Airport Commission is requesting quotations for furnishing, installing, configuring, and integrating forty Vehicle Movement Area Transmitters (thirty-eight operational units and two spares) on Airport-owned vehicles, with responses due October 15, 2026 at 5:00 PM EST and questions due by September 25, 2026. The project involves compliance with FAA Buy American Preference requirements under 49 U.S.C. Section 50101 — a decision-flipping regulatory constraint requiring bidders to certify either full U.S.-product compliance or to request a waiver with supporting documentation within 15 calendar days of selection as responsive bidder.
The scope is a complete turnkey solution including all labor, materials, equipment, software, registration and FAA coordination, activation, testing, documentation, training, regulatory coordination, and commissioning. VMATs must be compatible with the FAA Surface Awareness Initiative (SAI) environment and utilize ADS-B technology operating on the 978 MHz UAT frequency. The project is not considered complete until all units are installed, registered, activated, tested, integrated into the FAA system, documented, and accepted by the Airport.
Pricing must be firm-fixed and itemized across seven components: VMAT equipment, installation and configuration, registration and FAA coordination, testing and commissioning, training, optional extended warranty, and optional maintenance and support. A minimum one-year warranty is required, covering equipment and workmanship, plus the manufacturer's standard warranty. Payment terms are net thirty days upon receipt and service validation.
Bidders must demonstrate experience installing similar VMAT, ADS-B, or aviation surveillance systems and must have successfully completed at least three comparable airport projects within the previous five years. The solicitation offers Local Small Business and Minority Business designations under City of Savannah programs; LSBE qualification requires physical business location within Savannah city limits and a current City of Savannah Business Tax Certificate. Evaluation occurs October 16–November 30, 2026, with notification of award by December 1. Equipment delivery location is 640 Gulfstream Road, Savannah, Georgia 31408. Responses must be submitted electronically through the Savannah Airport Commission's Bonfire portal only.
