About this opportunity

The City of Phoenix is requesting sealed offers for forcible entry props and related accessories to support firefighter training operations under IFB-27-0393, with offers due September 4, 2026 at 2:00 p.m. and a non-mandatory pre-offer conference on August 18, 2026. This is a no-value solicitation governed by a Disadvantaged Business Enterprise – Neutral (DBE-N) program framework requiring good-faith small business participation efforts and compliance with monthly reporting and substitution-approval procedures.

The scope encompasses standalone forcible entry door simulators replicating common door types (wood, glass, metal, overhead, inward/outward swing) with adjustable resistance settings capable of multiple prying, forcing, and striking techniques. Products must be durable, realistic, include safety warnings, and be available fully assembled or disassembled with assembly instructions. Related tools, parts, and accessories are also requested. Delivery is FOB destination to 2625 S. 19th Ave, Phoenix, Arizona 85009. The contractor must provide technical support, maintenance, and repair services with 14 to 21-day turnaround for normal repairs and supply OEM replacement parts with a minimum 30-day warranty. Pricing must be firm and fixed for the initial one-year period; thereafter, annual price increase requests are permitted with 60 days' written notice and supporting documentation, subject to sole City discretion. Pricing should be based on discounts from the manufacturer's most recent published price list or catalog.

The contract term is five years commencing January 1, 2027 or upon the effective date (whichever is later), with no options to extend. The City anticipates considerable activity but makes no guarantee regarding quantities and reserves the right to add, change, or delete quantities as circumstances require. Award will be made to the lowest responsive and responsible offeror. Contractors must carry commercial general liability insurance with minimum limits of $4 million general aggregate and $2 million per occurrence, register in the procurePHX Self-Registration System prior to contract execution, comply with FAA Grant Assurances and Arizona legal worker verification requirements under A.R.S. 23-214(A), and maintain E-Verify compliance. Written inquiries are due August 21, 2026 at 2:00 p.m.
