About this opportunity
The Massachusetts Military Division (MA National Guard) is requesting bids on parking lot concrete and asphalt repair at the Methuen Readiness Center, with bids due August 5, 2026 at 10:00 a.m. through CommBuys.com. A mandatory site visit with a Construction Facilities Management Office representative is required prior to bid submission.
The scope encompasses approximately 850 square feet of new concrete walkway installation, removal and reset of impacted bollards, approximately 200 linear feet of epoxy caulking for sidewalk expansion joints, replacement of four ADA-compliant detection panels, and pavement crack sealing on approximately 12,000 linear feet of cracks ranging from one-quarter inch to one-and-a-quarter inches wide. Upon crack sealing, the contractor must seal coat and repaint lines and markings in the front lot, including approximately 125 standard parking spaces, 6 handicap spaces, 5 hash marks, and 4 arrows. The project is located at 679 Lowell Road, Methuen, MA 01844.
The estimated project cost is $60,000. The contractor must submit a lump sum cost, a 5% bid bond, Commonwealth Authorized Signatory Form, and Non-Collusion Form. A payment bond equal to 50% of project value is required. The contract is procured as a Limited User Contract under a Fee for Service acquisition method, awarded to the lowest responsible and eligible bidder.
The project is subject to prevailing wage requirements under both Massachusetts Department of Labor Standards and Davis Bacon wage rates, with the contractor applying the higher rate for each trade classification. Minority workforce utilization of 15.3% and women workforce utilization of 6.9% apply. Certified payroll sheets are required weekly prior to final payment release. All employees must complete OSHA-approved construction safety training of at least 10 hours before work begins. Personnel accessing the facility must hold REAL ID-compliant identification effective May 7, 2025. The apparent successful bidder will be notified August 10, 2026, with an estimated contract start date of August 24, 2026. Contact Project Manager Brian Hicks at brian.s.hicks10.nfg@army.mil or 508-340-9612 to arrange a site visit.
