About this file
This wage rate instruction document pertains to a parking lot repair project at the Methuen Readiness Center managed by the Massachusetts Military Division under the Executive Office of Public Safety & Security, in coordination with the National Guard Bureau. The project involves concrete and asphalt repair work at the specified facility location in Methuen, Massachusetts, with all perspective bidders required to review detailed wage rate guidance and factor applicable compensation into their proposals.
The project is funded partially by the National Guard Bureau and the Commonwealth of Massachusetts, requiring compliance with both Davis Bacon wage rates and Massachusetts Department of Labor Standards wage rates. Bidders and contractors must apply the higher of the two wage rates for each trade classification in their cost proposals. All filed sub-bidders and prime contractors will be required to submit weekly certified payrolls throughout the contract term to verify ongoing compliance with wage rate obligations.

Re: Wage Rate Instructions
As this project is funded partially by National Guard Bureau and the Commonwealth of Massachusetts both Davis Bacon wage rates and Department of Labor Standards wage rates apply. Perspective bidders are instructed to review the attached Davis Bacon Wage Rate FAQ and factor in the appropriate wages for each trade paying the higher of the two wages.
Filed Sub-Bidders and Prime Contractors will be required to submit weekly certified payrolls to verify compliance with these obligations.
